National Park Service is Hiring a Small Craft Operator Near Bartlett, AK

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.
Selectees may be moved between duty stations within park boundaries.

Qualifications:

To qualify for this position, you must possess a current U.S. Coast Guard Merchant Marine Officer License endorsed for Master of Motor Vessels of at least 50 gross registered tons (GRT) upon inland or near coastal waters. (Screen Out) - Copies of these documents (NO photos accepted) must be included in the application package or you will be rated ineligible.

In addition to the above license requirements, you must also have sufficient knowledge and ability in the following job-related factors to qualify for this position:
  1. Ability to do the work of a Small Craft Operator without more than normal supervision. (SCREEN OUT)
  2. Operation of Motor Vehicles.
  3. Ability to Drive Safely (Motor Vehicles).
  4. Reliability and Dependability.
  5. Work Practices (Including keeping things neat, clean and in order).
  6. Ability to Interpret Instructions, Specifications, etc. (related to mobile equipment operation).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Activities include standing, stooping, bending, kneeling, lifting, pushing, jumping, twisting, climbing ramps, ladders, and rope ladders. Work is often done standing for long periods and is subject to constant motion from movement of vessel, particularly in rough seas. Tiring movement of the arms in controlling the wheel in rough seas. Lifting, carrying, and storing cargo is involved, and items weighing up to 70 pounds are lifted frequently. Heavier cargo may be handled with assistance.

Working Conditions: This position works in cool, wet climate. Summer temperatures occasionally reach 80 degrees F, and average temperatures are 35-65 degrees F. Winter temperatures can be below 0 degrees F. Rainfall in area approximates 75 inches each year. Winter can bring eight feet of snow at sea level. The incumbent will be inside during most vessel operations, but will be exposed to standing for long periods while underway. Exposed to occasional harsh winds and extremes of wind chill factors during winter operations. The incumbent may be exposed to hot, cramped quarters when working in engine room on repairs or adjustments. Noise and vibration on vessel's decks and bridge when underway are constant, but not high levels. Noise in engine room when engine is running is loud and requires hearing protection. No real air pollution or skin hazards encountered on the job, except when working around fuels and solvents. Local and widespread plants may cause allergic reactions (cow parsnip, etc.). Hazardous conditions can occur when decks are pitching during high seas, or when they are wet with ice or rain. May be required to spend overnights in the backcountry - camping and on vessels.

Responsibilities:

The typical seasonal entry-on-duty period is April through October but can be variable during these months due to weather conditions, project needs, or funding.

The anticipated employment period for this position is April to October.

Duties of a Small Craft Operator include, but are not limited to the following:
  • Safely operate small, motorized vessels up to 65 feet.
  • Transfer passengers and cargo to cruise ships using pilot boat techniques.
  • Maintain small craft in good, safe operating conditions.
  • Oversee and manage safety aspects of operations, such as proper navigation and vessel safety training.
