Duties
MAJOR DUTIES:
  • Plan and develop maintenance operation based on park goals and priorities.
  • Coordinate, plan, and oversee cyclic, line construction, repair/rehab, and contract programs.
  • Supervise maintenance and operation of all facilities such as buildings, campgrounds, visitor centers, and public water systems.
  • Formulate and approve work schedules, write position descriptions, establish performance standards, schedule and approve leave, counsel employees on work habits and initiates disciplinary action as necessary.
  • Develops plans for maintenance and repair of all equipment and vehicles owned/assigned to area of responsibility.
  • Prepare requisitions for supplies, materials, equipment, and services to include Scope of Work and Work Statements to be used for quotes, invitations for bid proposals as well as regular purchases.

SPECIAL CONDITIONS--The island of Hawaii is subject to high concentrations of volcanic fumes (VOG), especially sulfur dioxide gasses and fine particulates. The fumes are known to be hazardous to an unborn fetus, and persons with heart and respiratory problems. The coastline primarily experiences VOG conditions throughout the year, and occasionally eastern Hawaii Island and other Hawaiian Islands. Long-term effects on normal healthy persons are unknown

  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee and/or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Incumbent must register with the State of Hawaii and gain certification as Level 1 Water Treatment Plant Operator and Level 1 Distribution System Operator within one year of Entry on Duty.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.
QualificationsTo qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:
  • Ability to Lead or Supervise(SCREEN OUT)
  • Ability to interpret instructions, specifications, etc. (includes blueprint reading)
  • Ability to safely use and maintain tools and equipment
  • Knowledge of equipment assembly, installation, repair, etc.

  • Use of measuring instruments

Education
There is no substitution of education for experience for Wage Grade (WG) positions.

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately December of one year through to November, and you will be in a non-pay status for the remainder of the year.
This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.
A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive.
A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
Physical Demands: The work is a combination of sedentary and field work requiring some physical exertion such as long periods of standing, walking over rough, muddy, uneven terrain; recurring periods of bending, crouching, stooping, stretching, reaching or similar activities; and recurring lifting of moderately heavy items weighing up to 50 pounds. Computer work is sedentary, which entails the ability to concentrate and use computers for long periods of time.
Working Conditions: This position involves periods of indoor administrative or shop work. The working environment is dusty, dirty, hot, and/or wet. Work is performed indoors in a climate-controlled office environment and outdoors. Outdoor work may occur in hot, humid, or wet weather conditions.
The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
