National Park Service is Hiring an Adminsitrative Officer Near Skagway, AK

This position is located in Klondike Gold Rush National Historical Park, in the Administrative Division.
Government housing may be available.
This announcement is being advertised concurrently under number AK-1537-KLGO-24-12245696-DE, which is open to all qualified persons. You must apply to each announcement separately if you wish to be considered under both recruitment methods.

Qualifications:

All qualifications must be met by the closing date of this announcement-01/22/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either 'full-time' (or '40 hours a week') or 'part-time' with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one year of specialized experience equivalent to at least the GS-11 level in the Federal service such as budget and financial management, property, contracting and procurement, management analysis, human resources management, or support services. Examples of this knowledge include: providing professional level administrative services (such as management analysis, budget and finance, acquisition, property management, information technology, and human resource management) to enable efficient operation of an organization; analyzing administrative work functions and processes and identifying business improvements; or planning budget and financial plans and operations. Note: You must indicate the number of hours worked per week on your resume.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

This position manages the administrative operations of Klondike Gold Rush National Historical Park and the Chilkoot National Historic Trail and is the principal advisor and management consultant to the Superintendent and park management team for administrative matters. In dealing with the Superintendent, Division Program Managers, and employees of the park, the Administrative Officer builds within the management team and staff an appreciation of the role of administration in accomplishing the mission of the park and a working environment the recognizes administration as a partner in operations, planning, and other programs of the park.

The Administrative Officer is responsible for the park's budget and financial management by keeping the park's revenues and spending in balance through sound advice on a day-to-day basis. This process includes, but not limited to, establishing or modifying account structures, tracks expenditures and obligations, and continuously reviews accounts to be able to alert managers to problems. Discusses adjustments in spending and reprogramming with park managers and seeks additional funding for unplanned and unexpected events. Closes out the park's budget. Establishes internal control mechanisms to eliminate and prevent fraud waste and abuse.

Other administrative services that this position is responsible for includes payroll and timekeeping, bills for collection, payment of invoices, internal controls and audits, travel, planning activities, human resource management, acquisition and property management, agreements, housing, information technology, fee management, commercial services, leasing and FOIA.

The Administrative Officer supervises the business management/administration staff of the park. These duties include recruitment and hiring, directing work, reviewing work and providing feedback, training and development of staff, evaluating work performance and taking action to deal with inadequate performance, resolving staff complaints, integrating activities into the overall park programs, and responsible for employee safety and promotion of the park's Safety, Health and Wellness Programs.
