Qualifications:

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated expert knowledge of Federal Equal Employment Opportunity (EEO) Complaint Processing IAW EEOC Management Directive 110 (MD-110) and 29 CFR 1614.
2. Demonstrated proficiency with EEO law, legal analysis, and EEO investigative requirements.
3. Demonstrated experience with all aspects of Federal EEO office operations.
4. Demonstrated experience managing mandatory EEO reporting, including No FEAR, MD-715, Federal EEO Statistical Report of Discrimination Complaints (Form 462), and the ADR Annual Report (Form 2815).
5. Demonstrated experience with Investigations and Resolutions Case Management System (ICRMS) and the Federal Sector EEO Portal.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Business Administration, Communications, Education, Human Resources Development, Psychology, Public Administration, Social Work, Sociology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in planning, leading, or managing EEO and/or diversity and inclusion programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in planning, leading, and managing EEO and/or diversity and inclusion programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- Must complete required initial training and annual continuing education according to the duties of the position: 1) EEOC approved Training: Incumbent must receive thirty-two (32) hours of EEOC approved initial training prior to assuming investigator or counseling duties and must receive at least eight hours of continuing Counselor training every year. -OR- 2) RA Officer Training: Incumbent must complete below courses within 12 months of assuming RA duties and must receive at least ten (10) hours of continuing RA/EEO training every year, as approved by supervisor.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Demonstrated experience with project and/or program management including objectives, timelines, milestones and measurements/metrics.
2. Demonstrated ability to work/coordinate across organizational lines to meet mission needs.
3. Demonstrated experience with EEO Case Management systems such as IComplaints/Entellitrak.
4. Familiarity with DoD and/or the Intelligence Community.

Responsibilities:

ADDITIONAL INFORMATION: This position serves as the Senior Advisor and EEO Compliance officer in the Office of Diversity, Inclusion, and Equal Employment Opportunity (ODE) in the Equal Employment Opportunity and Alternate Dispute Resolution Division. The incumbent serves as the primary source of Federal EEO advisement to the Deputy and/or Director of ODE as well as serving as the subject matter expert providing guidance to junior staff members on EEO complaints, documentation processes and compliance with EEOC requirements to include but not limited to: processing discrimination complaints from intake through disposition in a federal context, uploading and tracking case files via Federal Sector EEO Portal, reviewing staff acceptance/dismissal of claims to ensure all EEOC regulatory standards are met. As the Agency EEO Compliance Officer, the incumbent is responsible for ensuring all compliance documentation is submitted within the applicable timelines to EEOC, notifying ODE leadership of any concerns and providing potential resolutions to bring the Agency into compliance. The incumbent will monitor all EEOC sanctions and findings against the Agency and provide compliance updates to the EEOC in accordance with specified timelines. The incumbent has primary responsibility for performing investigations for complainant entitlement to compensatory damages and subsequent determination of compensatory damage amounts in alignment with case law and will utilize ODE's electronic case management while ensuring Agency compliance with all mandatory laws and regulations as outlined in 29 C.F.R., 1614 and EEOC Management Directive 110 (MD-110). Incumbent will interact regularly with senior leadership across the Agency at all levels, as well as the ODE assigned Office of General Counsel representative providing guidance on the Agency's discrimination complaints process. Strong interpersonal skills, the ability to manage multiple time-bound tasks, attention to detail, and tact and diplomacy are keys to success.

Education and Training: Incumbent should have attained the 32-hr EEOC approved EEO Counselor Training certification and be current. Incumbent will receive at least 8 hours of EEO refresher training each year in this position.

This position may be eligible for a RECRUITMENT INCENTIVE: selected candidates may be offered an incentive as part of the offer of employment. To receive the incentive, selected candidates must be eligible under 5 CFR Part 575, Subpart A, upon issuance of the Final Offer Letter. Changes in federal employment status prior to issuance of the Final Offer Letter may affect eligibility. To receive the incentive, selected candidates will be required to sign a service agreement to stay within the position at NGA for the agreed upon time. If the service agreement is terminated before its completion, the employee may be required to repay a pro rata share amount of the incentive to the government.
