JOB TITLE: Director of Operations Community Living Services

DEPARTMENT: ARS

REPORTS TO: Executive Director of Community Living and Facilities

FLSA STATUS: Exempt

GENERAL PURPOSE OF THE JOB: Under the supervision of the Executive Director of Community Living and Facilities, is responsible for administering and managing a large multi-site Community Living operation. He/she directs, plans, coordinates and monitors programs and fiscal operations to ensure efficient and effective service delivery to individuals with intellectual disabilities. The Director is responsible for maintaining and improving the Community Living service systems and practices which promote the Agency’s mission and ensure quality service delivery and compliance with all applicable regulatory standards. The Director provides direct supervision to the Community Living management team and medical/health suite personnel and indirect supervision to direct support professionals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides leadership and oversight for all areas of Community Living services, which includes but is not limited to, conducting regular on-site visits to monitor the provision of services to participants and provide support to direct support professionals.
  • Directly supervises a professional team who is responsible for daily program operations, development, and the overall quality of Community Living services.
  • Develops and implements Community Living staff schedules; ensures that staffing aligns with funding and site census.
  • Assures documentation in the ICM database for attendance, dedicated hours, care tracker, and behavior plans are completed in real time.
  • Develops and implements operational procedures for the Department to ensure efficient and effective daily operations.
  • Provides oversight and monitoring to ensure Community Living households meet Community Settings Rule (CSR) requirements.
  • Provides oversight of client funds request/receipt procedures for appropriateness and accuracy.
  • Ensures fundamental rights issues are presented to Human Rights Advisory Standing Committee (HRASC) in compliance with regulatory standards.
  • Assists with developing, implementing, and following up on plans of correction to address items noted during visits from Agency personnel, funding, and regulatory agencies, and as a result of quality assurance reports.
  • Participates in the admission/transfer process of clients. Participates as a member of the Admissions Review Discharge (ARD) team.
  • Ensures the proper and timely completion of incident reports and the appropriate notifications of incidents as determined by Agency and Developmental Disabilities Administration (DDA) policies and procedures.
  • Works closely with Human Resources Department to support recruitment/retention, discipline/performance feedback, transfer, termination, and other HR related processes.
  • Completes performance evaluations for direct reports and ensures performance evaluations are completed for staff within specified time frames.
  • Ensures timely completion of staff training requirements as determined by Agency policy and regulatory requirements.
  • Takes necessary action in emergency situations in accordance with agency policies and reports such incidents to appropriate personnel per Agency policy and procedure.
  • Communicates with families and other external and internal personnel.
  • Assumes on-call responsibilities as designated.
  • Responds timely to internal and external customers to ensure service excellence.
  • Attends provider and DDA relevant meetings as assigned.
  • Uses technology to perform job functions.
  • Conducts and/or attends administrative meetings and other meetings as assigned.
  • Works cooperatively with others including all staff, supervisors, administrators, coworkers, participants, community professionals, customers, vendors, and the public.
  • Attends work regularly according to assigned work schedule and in accordance with Agency policy.
  • Assumes other duties, responsibilities and projects as assigned.

SUPERVISORY RESPONSIBILITIES: Yes.

EDUCATION AND/OR EXPERIENCE:

  • Bachelor of Arts or Science degree from an accredited college or university with emphasis in the areas of education, psychology, social sciences, or related field preferred.
  • Five years’ experience managing the daily operations of multiple Community Living sites.
  • Five years’ supervisory experience.
  • Must have a Maryland driver’s license and an acceptable driving record as determined by criteria established by the Agency's insurance carrier and Agency policy.

LANGUAGE SKILLS:

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to draft reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS:

  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.

EASONING ABILITY:

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS: CMT

PHYSICAL DEMANDS:

  • Frequent walking, standing, climbing stairs, occasional activities that require pushing, pulling, assisted lifting up to 50 lbs.
  • Ability to see close up (20 inches or less) and in the distance (20 feet or more), distinguish colors, peripheral vision, depth perception and ability to adjust focus.

  • Primarily inside, occasionally outside; busy office environment; frequent deadlines; frequent local travel.
