This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.Job Duties:

Responsible for supervision and management of Cybersecurity personnel.
Program Manager oversight of Cybersecurity team that is responsible for maintain Authority to Operate (ATO’s), DoD Protective Distribution Systems (PDS), Computer Security (COMPUSEC), Communication Security (COMSEC), Operations Security (OPSEC) and Emission Security (TEMPEST)
ATO’s over Government include unclassified, collateral and SAP.
Interfacing with NAS Management, internal/external Government customers, Security Control Assessors and Authorizing Officials and support organizations.
Develop and coordinate estimates and schedules with various interfacing teams.
Provide Cybersecurity-related direction, requirements, and oversight in support of the execution and delivery of capital improvement, maintenance, and required test operations projects.
Develop, track, and report contract-related metrics and cost/schedule delivery measures.
Lead the development and use of common work processes and procedures within the section.
Responsible for employee performance-management activities to include goal setting, goal tracking, employee development, and employee performance evaluation.
Establish staffing requirements necessary to meet mission requirements.
Provide oversight and guidance on critical cybersecurity efforts/projects.
Guide/Mentor Information System Security Managers (ISSMs) and other Cybersecurity personnel in the development of RMF Assessment and Authorization (A&A) packages.
Assist with new technology security evaluation and assessments.
Develop company-wide best practices for IT security and develop incident response and mitigation plans.
Coordinate mitigation of detected vulnerabilities to maintain a high-security standard and hardened environment.
Ensure personnel have appropriate training and certifications as required by Government regulations.
Manage, deploy, and maintain security infrastructure.
Conduct vulnerability assessments and identifying and addressing weaknesses/findings.
It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
Perform other related duties as required.

Basic Qualifications:

Bachelor’s degree in related field and a minimum of 10 years of progressive and relevant Cybersecurity experience. Additional progressive and relevant experience may be considered in lieu of formal degree.
Minimum 5 years of experience with the DoD NIST Risk Management Framework (RMF).
Current U. S. citizenship

Preferred Qualifications:

Active Top-Secret clearance.
Experience with operating and/or managing Special Access Programs (SAP).
Familiarity with Arnold Air Force Base test facilities.
Security related experience with Sensitive Compartmented Information (SCI).
Experience with implementing NIST SP 800-53 RMF and Joint Security Implementation Guide (JSIG)
Experience with Security Technical Implementation Guide (STIG) compliance and all activities required in accordance with DoDI 8510.01, Risk Management Framework; DoDI 8500.01, Cyber Security, and AFPD 17-1, Information Dominance.
Understanding of DoD 8570.01-M and DoD 8140 Cyber Workforce Qualification requirements
Skilled at building and maintaining personnel relationships.
Demonstrated ability to mentor less experienced technical staff.
Demonstrated ability to lead meetings with top-level management.
Exceptional organizational skills.
Exceptional written and oral communication skills.
Ability to manage multiple priorities in a high stress environment.
One or more of the following certifications: CISA, CIH, CAP, CISM, CISSP, Security . Server , Network , Linux , LFCS, RHCSA.
