Job Summary:
The contractor shall provide comprehensive support services for daily operations that enable the DoD SAPCO Congressional Affairs team. Support includes: Tracking and analyzing current and draft legislation to assess impact to the overall SAP enterprise; Supporting development of Reports to Congress and responses to requests for information (RFIs); Preparing materials, read-aheads, and coordinating logistics required for meetings or other information exchanges with the Legislative Branch.
Job Responsibilities:
Incorporate understanding of the Planning, Programming, Budget, and Execution (PPBE) System, the structure and function of the Defense and Intelligence Oversight Committees, and the defense and intelligence authorization and appropriation legislative processes to recommend courses of action pertaining to Departmental SAP matters to the DoD SAPCO Congressional Affairs team.
Provide legislative analysis of draft and current law that may impact Department of Defense special access programs (SAP).
Develop and draft risk assessments and analysis of legislative language, Congressional member interest, and staff perspectives regarding critical, time-sensitive, strategic, and operational SAP matters.
Review, assess, and prepare documentation for classified material couriering and briefing to members of Congress.
Employ SAP-related information technology systems and processes to verify access, produce reports, and ensure security regulations are adhered to in all scenarios.
Independently develop detailed plans, tasks, milestones, and schedules to ensure proper satisfaction of Congressional requests for information and time sensitive tasks.
Perform project management service functions, to include action workload prioritization, calendar maintenance, communications, correspondence and distribution services, reporting, security management, forms, graphics, printing, word processing, files, and records.
Compose and drafts quality official correspondence, reports, letters, notices, instructions, and memoranda and documents.
Schedule and operate classified video-teleconferences, secure conference calls, and manage meetings in support of DoD SAPCO daily operations.
Operate a government vehicle in support of deliveries of sensitive material to and from the Legislative Branch and the DoD SAPCO.
Minimum Qualifications:
5 years working in support of Defense Programs. (Two years of experience working on Capitol Hill or the military equivalent senior staff level is preferred.)
Valid state issued driver's license is required.
Bachelor’s degree (preferably in management, political science, international relations, engineering, or related field). (Master’s degree is preferred.)
Must have active TS clearance and be SCI eligible.
