Position Location:

This position is located in Los Alamos, New Mexico.

Position Summary

This position is the facility level Safety Basis operational activities lead. Responsible for leading and managing the development of hazard identification, facility hazard categorization, accident analysis; selection of controls, and development of associated safety basis documents including un-reviewed safety question determinations, Evaluation of the Safety of the Situations, Justification for Continued Operations, technical safety requirement page changes, and maintenance of the facility safety basis. The selected candidate ensures all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

Essential Duties/Responsibilities (may include, but are not limited to):

  • While working to achieve N3B LLCC objectives, will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  • Lead for facility level Safety Basis program implementation activities.
  • Responsible for managing the development of hazard identification, facility hazard categorization, accident analysis; selection of controls, and development of associated safety basis documents including un-reviewed safety question determinations, Evaluation of the Safety of the Situations, Justification for Continued Operations, technical safety requirement page changes, and maintenance of the facility safety basis.
  • Provide facility level direction for self-assessment and external management assessment for Safety Basis quality improvement of processes.
  • Authority in the facility for Safety Basis technical/quality issues requiring interpretations, analysis, and conflict resolution. Coordinates with program personnel for overall interpretations/technical issues.
  • Develops facility level audits, assessments and metrics for Nuclear Safety performance.
  • Responsible for the implementation of USQ program
  • Responsible for ensuring initial and refresher USQ training, and assessments of the process is effectively performed on personnel performing USQ's.

Minimum Qualifications (Knowledge, Skills, Abilities):

  • Proven and demonstrated leadership and organizational abilities with history of demonstrated ability to lead others in high-demand situations
  • Knowledge of and proficiency in Department of Energy [DOE] and industry standards on safety basis
  • Experience with Department of Energy [DOE] or Nuclear Regulatory Commission facilities. May also include Naval Reactors experience.
  • Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in general engineering
  • Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them. Planning, budgeting, goal setting, or scheduling critical to success in this role.
  • Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment
  • Ability to communicate effectively at the highest levels
  • Ability to develop and lead large sized projects, including defining scope, objectives and methods
  • Ability to train and mentor more junior staff
  • Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job
  • Strongly committed to team-building and staff development

Education and Experience Required:

Bachelors' degree combined with 10 years' relative experience. Experience must include at least 5 years of management responsibility. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.

Education Equivalency: 2 years of relevant experience for 1 year of college.

Working Conditions and Physical Requirements: Normally assigned to perform work in an office environment. Only electrical hazards and other minor potential hazards normally found in an office environment are anticipated. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Office work environment.

While working to achieve N3B LLCC objectives, the Nuclear Safety Manager will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Ability to obtain a Q level Department of Energy security clearance.
