Location: Sacramento/Yolo Counties

Department: Property Management

Reports To: Associate Director of Property Operations

Salary: $100,000 - $105,000 per Year

FSLA Status: Full Time Exempt

SUMMARY

Mutual Housing Management is affiliated with Mutual Housing California. Mutual Housing Management provides professional property management services to Mutual Housing California’s affordable multifamily properties. The mission of Mutual Housing Management is to be an exceptional steward of Mutual Housing’s portfolio of multifamily housing properties to support long-term sustainability.

The Regional Manager ensures that the operations of the multifamily properties in their assigned area of oversight are operating in compliance with the standards and expectations of the established guidelines of Mutual Housing Management and Mutual Housing California, fair housing laws, and regulatory requirements of affordable housing funders. The Regional Manager is responsible for assisting with the development and monitoring of company policies and procedures related to property management; responsible for recruitment, training, development, and supervision of Property Managers, with primary responsibility in ensuring the physical asset and performance of assigned portfolio. The Regional Manager assists senior management and other supervisors with special projects and other related work.

ESSENTIAL DUTIES AND RESPONSIBILITIES

CUSTOMER SERVICE

  • Ensures that resident concerns are appropriately addressed in a timely manner.
  • Ensures that the site staff is providing excellent customer service to residents.
  • Ensures that the site staff is working closely and effectively with Community Organizing and Resident Services staff and third party service agencies to meet the ownership’s service, community building and resident leadership objectives at each location.
  • Establishes and coordinates a communication system involving transactions and activities between onsite staff and the Corporate Office to ensure appropriate monitoring and control of property issues and operations.

FINANCIAL RESULTS

  • Ensures that rent collection procedures set forth by the corporate broker are followed and benchmarks are achieved. Ensures that the rents collected are in compliance with regulatory programs and are deposited within 3 days of receipt (or the corporate broker is notified of any delay).
  • Reviews/audits property administrative, accounting, and maintenance areas to ensure compliance with established policies and procedures; approves all exceptions of same.
  • Ensures that occupancy levels are at or exceed budgeted levels and revises Marketing Plan as appropriate to maintain maximum occupancy at properties.
  • Prepares annual operating and capital budgets; monitors budget performance and prepares summary reports of same.
  • Reviews and insures that Budgetary Variance reports are completed in a timely manner and that all clarification comments are a valid depiction of the variance or subject matter.
  • Ensures that vendor contracts are regularly reviewed and negotiated, and vendors are performing acceptably under the terms of their contracts and meet contracted insurance and bonding requirements.
  • Monitors, assists, and makes recommendations to improve property operations.
  • Assists in or develops corrective programs to ensure physical and fiscal well-being of the apartment communities.

PROPERTY STANDARDS & REGULATORY COMPLIANCE

  • Ensures that all regulatory compliance requirements and reporting are followed, monitored, and completed.
  • Ensures that physical guidelines are achieved at each property in accordance with expectations of ownership and Property Management Operations Manual.
  • Adheres to the preventative maintenance schedule established for each property.
  • Oversight of unit turns while ensures timeliness of rent readies and conformance with high quality standards.
  • Ensures that fair housing laws and affirmative marketing requirements are adhered to at each property.
  • Physically inspects the properties on a regular basis to ensure the highest standards are maintained; evaluates effectiveness, efficiency and safety of maintenance, grounds, and housekeeping operations. Conducts periodic inspection of vacant apartments for market-ready condition.
  • Assists in the update, revision and/or development of forms, reports, and manuals relating to property management issues and operations. Ensures implementation, as appropriate.

SUPERVISOR RESPONSIBILITIES

  • The Regional Manager manages Property Manager’s who supervise on-site MHM personnel.
  • The Regional Manager is responsible for the overall direction, coordination, and evaluation of the staff within their portfolio.
  • The Regional Manager trains, supervises, and professionally develops the employment of those supervised in accordance with company policies and directives; performs timely performance evaluations on supervised employees; assists Property Managers with site-level employees; addressing complaints and resolving problems.
  • Approves all new hires, status changes, and terminations for on-site personnel, ensuring property staff positions are filled with competent, qualified individuals.
  • Assists in the development and implementation of property management training programs.
  • Ensures that positive, collaborative internal and external relationships are fostered and maintained and that requests are responded to in a timely manner.
  • Ensures that site employees receive/participate in necessary educational requirements.
  • Ensures understanding and effective use of property management and accounting software by site staff and manages and ensures up-to-date technology training and instruction of staff in conjunction with the company’s Yardi eLearning program.
  • Keeps the Director of Property Management up to date on all important issues and initiatives within the portfolio

Requirements

QUALIFICATIONS

Minimum of five years experience in property management, with three years direct oversight of multiple properties in affordable housing. Working knowledge of applicable local and federal housing laws, including Fair Housing and Landlord/Tenant laws. Experience generating property budgets and a minimum of three years experience managing affordable housing developments in urban, low-resourced neighborhoods, including those funded by HUD, Low Income Housing Tax Credits, and Tax-Exempt Bonds. Experience working in properties with services or community building activities.

REQUIRED QUALIFICATIONS

  • Relate well to people from diverse backgrounds.
  • Must have a valid real estate sales license issued by the CA Department of Real Estate or ability to obtain one upon hire.
  • Knowledge of affordable housing regulations a plus, including but not limited to HUD, Low Income Housing Tax Credits, Tax-Exempt Bonds, RHCP, MHP, Section 811, Project Based Section 8, HOME, etc.
  • Strong supervisory, personnel management and organizational skills.
  • Excellent communication (verbal and written), problem solving, decision-making, interpersonal and time management skills.
  • Ability to handle shifting and multiple priorities in a fast paced, growth environment. Ability to work under pressure and successfully meet deadlines.
  • Comprehend and communicate in the English language both orally and in writing.
  • Interpret and understand financial information generated from property management software reports. Ability to hold and participate in meetings with residents in a respectful manner using active listening skills and good meeting etiquette.
  • Work in a collaborative manner and in a team environment.
  • Travel locally daily and travel out of area occasionally.
  • Proficiency with Microsoft Office Excel, Word, PowerPoint, Outlook.
  • Ability to define and solve problems.
  • Understand and commit to the mission and philosophy of Mutual Housing California.
  • Must have own transportation, valid driver’s license and vehicle insurance that is commensurate with company policy

PREFERRED QUALIFICATIONS

  • Preferred experience as a supervisor or manager of multiple multi-family housing communities with five or more years experience.
  • Working knowledge of YARDI software.
  • Second Language Fluency in a language commonly used in Sacramento region.

  • The noise level in the office work environment is usually moderate. However, the noise levels at jobsites can be high.
