Overview:
We are seeking a dedicated S/8 HCV Case Manager to join our team. The ideal candidate will have experience in S/8 Housing Choice Voucher regulations, HUD guidelines, and possess knowledge of Fair Housing regulations.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
§ Maintains accounts receivable from HCV clients.
§ Completes references for past and present HCV clients.
§ Responds to calls, written requests, and e-mails from participants, service providers, and other authorized agencies and representatives; provides assistance as appropriate.
§ Assists Authority staff to recruit participants; networks with public and private community agencies to provide resources for the HCV clients as needed.
§ Conducts annual reexamination interviews; receives interim re-determination requests for HCV participants caseload, as assigned; verifies, analyzes, and enters information into system; prepares contracts and issues appropriate letters to landlords and tenants as assigned.
§ Conducts in-depth interviews/discussions with HCV participants to determine eligibility of applicants and/or assess and identifies service needs of program participants.
§ Maintains contact with community agencies for the provision of services for clients; assists program participants in accessing appropriate public or private community agencies to obtain specialized types of assistance.
§ Maintains contact with landlords as necessary to discuss matters pertaining to payments, abatements, changes of ownership, changes of address, stop payment process, affidavit process, 1099 issues and to explain what can be done to avoid a recurrence of specific problems.
§ Communicates with prospective landlords to obtain proper documentation.
§ Maintains landlord files within database.
§ Assists landlords in establishing account in landlord portal.
§ Calculates back charges as needed for overpayment of rental assistant, verifies income, and recalculates appropriate amount; forwards to HCV Director for letter and promissory note preparation.
§ Investigates and reports all suspected false and fraudulent information.
§ Performs annual and interim recertification to ensure eligibility has been properly maintained in accordance with HUD and Authority policies and procedures; ensures that all requirements for written, independent verification of information are met in an appropriate and timely manner.
§ Prepares Housing Assistance Payments Contracts; transmits to landlords; ensures timely and appropriate filing of executed contract and lease.
§ Maintains appropriate files and records in an accurate and timely manner.
Qualifications:
- Minimum 2 years experience with HCV programs and providing case management to a diverse low-income client base.
- Knowledge of Fair Housing laws is a plus.
- Ability to effectively negotiate and communicate with diverse populations.
