The Opportunity:
THIS WORK MATTERS!
The Trial Visit Program is part of Multnomah County Community Mental Health Program Safety Net and serves adults civilly committed in Multnomah County who are placed on a Trial Visit as a condition of their return to a community placement. The purpose of this position is to facilitate the least restrictive level of care for individuals committed under Oregon Revised Statute 426 as well as providing for the safety of the individual and the community.
As the Trial Visit Monitor - Mental Health Consultant (MHC) , other duties will include:
Referrals and Monitoring
  • Evaluate referrals from local acute care hospitals, the state hospital, and other commitment sites.
  • Meet in person with outpatient providers and clients to develop services and supports for the client on a Trial Visit.
  • Make decisions relevant to development and enforcement of trial visit plans, especially as related to community safety.
  • Monitor progress of Trial Visit plan by in person meetings with client and providers.
  • Reviews Trial Visit conditions regularly for compliance, provides consultation to hospitals and providers and makes clinical judgments related to legal actions.
  • Facilitate Court proceedings including Revocation of Trial Visit Hearings and Protested Recertification of Civil Commitment Hearings.
  • Monitor clients' Civil Commitment when the court orders Revocation of Trial Visit returning the client to Civil Commitment status.
  • Accurately document in file notes all significant activities affecting Trial Visit clients.
  • Document and maintain all contacts, records, file notes and reviews.
  • Attend Team Meetings, and Care Conferences.
Technical Consultant
  • Represents the courts' interests relevant to committed clients.
  • Court appearances for testimony for revocations of trial visit, recertification of civil commitment or other legal issues as required.
  • Termination and/or transfer of Trial Visit or civil commitment as appropriate.
  • Certified as pre-commitment investigator or within 90 days of hire.
Community Liaison
  • Provide program education, consultation and community advocacy on behalf of the client population.
  • Provide consultation in the development of services, support and treatment strategies with providers and clients; maintain communication, coordination and continuity between providers, agencies and clients.
  • Serve as a liaison between the program, clients, the courts, and the public.
  • Collaborations and consultation with community providers, hospitals, treatment teams and consumers' family/significant others.
  • Solicit treatment recommendations from providers, work with providers to offer interventions to facilitate client stability and recovery.
This position will spend approximately 65% of the time working in the community and the other 35% of the time teleworking.
As a newly hired Trial Visit Monitor - MHC , you will receive a one-time New Hire Recruitment and Retention Incentive payment of $1,500 on your first paycheck. The incentive will be prorated based on the position's FTE status.

MINIMUM QUALIFICATIONS (REQUIRED):
Education/Certification: Must meet the standards of Qualified Mental Health Professional - (QMHP - R) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website. QMHP - R within 30 days of hire , current QMHP - R, and/or licensed Board of Oregon (LPC, LCSW, PHD, etc)
  • Graduate degree in psychology or
  • Graduate degree in social work or counseling or
  • Graduate degree in a behavioral science field
Other:
  • Must be able to Certified as a Mental Health Investigator within 90 days of hiring.
  • This position requires a background investigation, which may include being fingerprinted.
  • Valid Driver's License. Requires use of personal vehicle or vehicle from fleet to travel to assigned sites.
Preferred Qualifications/ Transferable Skills*: You do not need to have the following preferred qualifications/ transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.
  • Licensed Board of Oregon (LPC, LCSW, PhD,etc) (preferred).
  • Knowledge of challenges and barriers faced by those with Severe and Persistent Mental Illness (SPMI) and the systems they encounter in Residential Services, Adult Protective Services and Crisis Services.
  • Lead with race through actions and advocacy with internal programs, with community partners and across departments throughout the county.
  • Demonstrate the ability to flex style when faced with myriad dimensions of culture in order to be effective across cultural context.
  • Respect and appreciation for ethnic and cultural diversity.
  • Ability to collaborate and build relationships to achieve positive work outcomes.
  • Ability to maintain a safe and healthful workplace.
