Mt. Carmel Redevelopment Corporation, Inc. The Real Estate Developer Specialist (REDS) engages, under guidance from the Manager, the appropriate in-house teams and outside service providers necessary to successfully execute all aspects of assigned projects, including business needs analysis, capital planning, site selection and planning analysis, lease negotiation, construction implementation, delivery for occupancy and close-out.

Functions as a key contact for information gathering communicate with other channels, like retail operation, store planning, finance, track key milestone project dates, and communicates required information to all internal and external partners.

Maintain electronic and paper files to include oversight and management of the real estate database, draft letters, policies and procedures documentation and regulations related to the real estate functions within the Division of Administration and Finance Planning Design Construction.

Assists with preparation of proforma.

Assists department head in tracking and managing against performance goals & budget.

Works with other marketing team members and consultants (writer, graphic designer) to set timelines for project plans.

Maintains project status reports.

1. Basic Responsibilities

· Scouting land for new investment opportunities

· Managing the due diligence and entitlement process

· Renovating existing buildings for further use

· Funding various real estate projects

· Obtaining permits for real estate or construction projects

· Negotiating contracts for various land purchases

· Supervising projects from beginning to end.

· Finding a construction team for certain projects

· Negotiating contracts with a construction team

· Acquiring financing for different projects

· Creating a leasing strategy with an asset manager

· Establishing project schedules and budgets.

· Overseeing and managing the development of site plans, including the evaluation of current conditions, estimation, and the projection of future value

· Examining and analyzing the existing economic, demographic, market, and environmental variables to determine areas for expansion.

· Reviewing sites to assess costs and required steps for zoning, local ordinances, and acceptability.

· Liaising and working closely with contractors, realtors, engineers, designers, municipal government officials, attorneys, and several other required and necessary professionals.

· Identifying and examining the development potential of specific tracts of land

· Choosing sites for commercial, residential, and/or industrial development

· Hiring contractors and recruiting workers to execute real estate project development.

· Spearheading the negotiation of terms and costs with contractors

2. Pre-development Responsibilities

· Management of the Archaeological and Cultural Survey application process to achieve necessary project approvals from federal, state, tribal and local governmental agencies.

· Manage the Land Bank application process to achieve the legal transfer of Land Bank properties.

· Manage the architectural and housing design services to include the development of site specific yet affordable housing designs that meet the Unified Government Narrow Lot Design Code (NLDC) including structurally engineered, bid-ready construction documents and site plans.

· Identification, selection and management of project engineers and surveyor to include boundary and topographic surveys, civil engineering plans, utility surveys and site planning processes to facilitate the successful submission and approval of zoning and legal replat documents and lot splits as needed to support the project.

· Identify and recruit quality general contractors to build all housing units within the project and the project budget while meeting all governmental standards required by a federally funded project.

· Create an effective and productive development team among the above service providers to produce a quality product that enhances the neighborhood. Manage the communication process among team members to ensure smooth and timely progress of the project.

3. Construction Responsibilities

· Manage the per-unit bidding process for all construction projects.

· Select the general contractor and provide weekly inspection services during construction.

· Manage necessary utility and neighborhood infrastructure improvements to support housing development to include electric, water and sewer utilities and sidewalk and streetscape improvements as required.

· Manage the contractor punch list process and achieve occupancy permit for each unit.

4. Post-Construction Responsibilities

· Assist in identifying a marketing agent for home sales.

· Assist in developing marketing materials.

· Manage the NRA tax rebate application process.

· Assist with warranty calls as needed.

Qualifications – the Real Estate Developer Specialist must possess the following elements:

· Excellent verbal and written communication skills; must communicate efficiently with clients, contractors, workers, and several other professionals.

· Strong interpersonal and teamwork skills; must liaise and work closely with attorneys, construction workers, and other necessary and relevant professionals.

· Basic accounting and financial management skills; effectively and efficiently handles the budgeting aspect of real estate development.

· Computer proficiency and familiarity with basic office software such as the Microsoft Office Suite

· Good time management skills: must ensure all real estate development projects are executed on time.

· Adequate knowledge of Occupational Safety and Health Administration (OSHA) regulations

· Several years of professional experience in a relevant field

· Bachelor’s degree in Marketing, Architecture, Management, or similarly related field.

Pay: $55,000.00 - $60,000.00 per year
