    Required Qualifications:
    Master's degree and at least five years of experience in education as a teacher and/or administrator. Administrative license as a Director of Special Education. Licensure as a teacher and/or administrator preferred.
    Knowledge, Skills and Abilities:
    • Strong understanding of state and federal laws related to special education
    • Strong commitment to providing educational services to students with differing needs
    • Strong interpersonal skills, communication skills and leadership skills
    • Strong knowledge and understanding of Minnesota Academic Standards and national standards in special education
    • Strong problem solving and conflict resolution skills
    • Demonstrated knowledge of special education teaching, staff evaluation and scheduling
    • Knowledge of current issues and challenges impacting public education and in particular special education and also the current developments to address these issues and challenges
    • Knowledge and understanding of legal and ethical requirement to maintain private and confidential information related to students
    • Strong understanding of data privacy practices rules and regulations
    • Demonstrated ability to write and/or present reports, documents, presentations, proposals and general correspondence in a clear and concise manner
    • Demonstrated ability to develop long-range plans, establish and successfully achieve goals and make consistently sound, defensible decisions in performing all aspects of this position
    Job Responsibilities:
    • Work closely with the director of student services in the division of special education responsibilities.
    • Develop, organize, coordinate, implement and evaluate areas related to special education programming including extended school year.
    • Provide leadership and guidance to schools for the implementation of State and Federal standards, laws and rules for all special education and 504 activities.
    • Assist in planning, organizing, directing and evaluating the district’s special education programs and services.
    • Provide support and guidance to special education staff throughout the district.
    • Oversee district due process, training of staff, collection of data and Minnesota Department of Education compliance and monitoring.
    • Interview and hire special education licensed and non-licensed staff, evaluate probationary and tenured special education staff and provide meaningful feedback.
    • Handle dispute resolutions (conciliation conferences, MDE complaints). Work with the district’s legal counsel and MN Department of Education on parental due process disputes.
    • Consult with district staff, special education coordinators and special education leadership team regarding due process, sped programming, and behavioral support.
    • Collect and document restrictive procedures and initial evaluation data across the district.
    • Develop and maintain close working relationships with cooperative agencies associated with special services including Intermediate School District 916.
    • Assist in the development of professional development for school staff related to issues of education for all students receiving special education services.
    • Other related duties as assigned.
