Mott MacDonald is Hiring a Systems Quality and Compliance Engineer/Specialist Near Arlington, VA

The Systems Quality and Compliance Specialist role is anticipated to be embedded in our client office working with the rail transit communication and signaling systems (RTCSS) group. This role is responsible for forming the basis for acceptance determined by compliance with work requirements. This role reports to the Quality Manager, coordinating with the quality program across all State of Good Repair (SOGR) and capital program initiatives (i.e. NextGen signal systems improvements, Automatic Train Control (ATC) system maintenance and related signal system modernization). This position supports multiple staff among the groups and also supports the Quality Manager in working to ensure federal requirements are being met. Specific duties include:

  • Investigate compliance issues by collaborating with engineering planning and design teams, reviewing design data, identifying and resolving short-term and long-range issues, and researching and identifying applicable regulatory and industry compliance standards and codes;
  • Develop compliance plans by researching, analyzing, selecting, and applying compliance engineering concepts, approaches, techniques, and criteria; adapt and modify compliance engineering options as needed;
  • Develop and evaluate new compliance methodologies for qualifying vendors, components, and parts;
  • Organize compliance program by preparing timetables, cost estimates, and required resources, including test laboratories and equipment;
  • Determine compliance by establishing compliance test standards;
  • Perform diagnostic procedures involving measuring performance, analyzing and evaluating findings, performing forensic analysis of failures (if required), and helping troubleshoot failures;
  • Ensure compliance by isolating and resolving non-compliance issues;
  • Document compliance by completing approval applications that involve reporting on test results, overseeing and/or preparing investigative reports, and determining conformity;
  • Review open issues and action items to coordinate necessary compliance actions with QICO to ensure information and analysis are collected and reported per client and Federal Transit Authority (FTA) requirements;
  • Prepare compliance reports by collecting, analyzing, and summarizing measurement data and trends;
  • Support advancement of procurement planning and strategies ("the Plan") in compliance with the corresponding capital program requirements associated with NextGen;
  • Correlate compliance progress reporting of the operating and capital budget submission(s) in meeting the Plan, as well as tracking obligation performance against the Plan;
  • Monitor procurements to ensure compliance with all contract terms and conditions and specifications and with FTA requirements; assist the PM with contract negotiations, contract modifications, and contract terminations;
  • Assist in the formulation and implementation of appropriate procurement policies, regulations, practices, and procedures specific to the project(s);
  • Review solicitation package documents for completeness, accuracy, clarity, and adherence to regulations and procedures;
  • Assist in analyzing bid responses and compiling recommendations;
  • Assist the Consultant PM with closeout of construction contracts.

Candidate Specification :

  • A bachelor's degree in business administration or a related subject from an accredited university;
  • Minimum four (4) years of experience in systems verification and validation or RAMS, and quality compliance administration in a public or private organization;
  • Rail Transit experience is preferred;
  • Experience in lieu of education will be considered if proposed staff can effectively demonstrate progressively responsible experience with a minimum of seven (7) years of procurement development/contract management work experience, especially if the candidate has proficiency in working with FTA procurement regulations;
  • Extensive knowledge, or ability to rapidly attain such knowledge, of contracts, solicitation, and award procedures, and the laws, ordinances, regulations, policies, and procedures that govern the procurement process;
  • Experience assessing the compliance factors of scopes of work/statements of work for ATC and related traction power systems installation, traction power equipment acquisition, and/or other electrical construction contracts;
  • Knowledge of automated procurement management systems;
  • Ability to attend meetings with the client on an as-needed basis;
  • Experience providing compliance oversight and management for large-scale projects is preferred;
  • Project Management certification is preferred;
  • Excellent skills in oral and written communication (e.g., grammar, vocabulary, spelling, and punctuation) to document, report ideas, and express thoughts and actions.
