Montgomery County Government is Hiring an Administrative Specialist I/II (Telestaff/MCtime/Social Media Coordinator Specialist), Grade N18/ Grade N21 Near Boyds, MD

Term position – 3 years with benefit.

This is a three (3)-year term position, continued employment in this position is contingent upon renewal of term.

Position may be filled at the following levels:

Administrative Specialist II, Grade 21 with a salary range of $61,788 - $80,008

Administrative Specialist I, Grade 18 with a salary range of $54,583 - $70,343.

About the Department:

The Montgomery County Department of Correction and Rehabilitation (DOCR) is responsible for the intake, reception and diagnostic functions including law enforcement processing of male and female offenders arrested or charged as adults in Montgomery County. Responsibility also includes the custody and care of male and female offenders who are either in a pre-trial status or serving sentences of up to 18 months. Progressive and comprehensive correctional services and programs are provided to all inmates covering substance abuse treatment, mental health issues, cognitive behavioral modification programs, education, life skills, and workforce development.

The Department is seeking Administrative Specialist II an individual that is self-motivated to assist with the KRONOS Telestaff Scheduling Application, Montgomery County Timekeeping MCtime, Workers Compensation process, payroll timecard correction and visual information/Social Media content management. This position will be in the Management Services Division, Information Technology Section.

What you’ll be doing:

Telestaff and MCtime

  • Assist with the Telestaff Scheduling and MCtime application systems upgrade implementation and overseeing the functional operation as well as providing professional support to Management Service Division.
  • Responsible for coordinating with Telestaff personnel, departmental personnel, and employees from other County agencies to accomplish work.
  • Serves as a point-of-contact for Telestaff for department employees, trouble-shooting and correcting problems/issues that arise in Telestaff.
  • Oversees and manages department personnel in the Telestaff database including entry of new personnel, purging of separated personnel, and editing contact and assignment data. Identifying data needs and running reports.
  • Maintain the functional operation of Telestaff scheduling operation, including access, user coordination, data accuracy. Coordinates and trouble-shoots issues regarding system and quality control issues leave accruals with staff from Department of Technology and Enterprise Business Solution and Finance/ERP and provides feedback to management on utilization.
  • Maintain all staff schedules in MCtime to include new hire and changes from the yearly shift bids and back bids for the uniformed personnel, Medical Behavior Health, Records, Community Corrections and Management Services.
  • Maintain all special manager access requests in MCtime and provide DOCR staff with MCtime support.
  • Process workers compensation claims: work with the Health, Safety and Welfare manager to submit timecard corrections to Finance MCtime Payroll.
  • Works with staff of Kronos/Telestaff, outside County agencies (Finance/MCtime/Payroll, TEBS) and personnel from departmental Technology to resolve Telestaff and MCtime issues in the Department of Correction and Rehabilitation.
Social Media
  • Create, design, and produce video and social media content, produce graphics and social media campaigns and collateral materials to inform the public about DOCR program and services for our offender population, clients, and residents etc., Job opportunity for the department.
  • Evaluate social media metrics and identify emerging social media trends.
  • Develop and implement social media campaigns and content in a culturally appropriate way.
Office hours are during the day shift. Start time will be agreed upon. Hybrid telework opportunity available.

Minimum Qualifications


If filled at Administrative Specialist II:

Experience: Two (2) years of professional administrative experience in scheduling, timekeeping, payroll system support, social media, work project control and/or personnel administration.

Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted. Additional administrative, business, research and/or clerical experience will substitute for the required education on a year-for-year basis.


If filled at Administrative Specialist I:

Experience: One (1) year of professional administrative experience in scheduling, timekeeping, payroll system support, social media, work project control and/or personnel administration.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency:
An equivalent combination of education and experience may be substituted. Additional administrative, business, research and/or clerical experience will substitute for the required education on a year-for-year basis.


Preferred Criteria

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:

  • Experience with Kronos Scheduler and Timekeeping application systems Telestaff and MCtime.
  • Experience with Social Media Development and Usage, Marketing, Community Engagement and Outreach.
  • Experience and proficiency with Microsoft Office 365 Applications (Access, Excel, Word, Outlook, One-Drive, PowerPoint, Teams, SharePoint,).
  • Experience in Oracle ERP system, Business Intelligence (BI) reports.
  • Experience communicating ideas and positions, both orally and in writing, and persuading individuals and groups to support recommendations made from findings and/or projections.
