Protective Force Officer (PFO)
DOE "L" Clearance Required
(Part Time / Unarmed)

Montech Inc. is currently recruiting for a part-time, unarmed 24/7 Protective Force Officer (PFO) to support of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Secure Transportation (OST), Agent Operations Western Command (AOWC).

Personnel on Contract
The Protective Force Officer (PFO) will be an employee to Montech Inc. The company will ensure all personnel possess the necessary education, training, qualifications and experience to accomplish the requirements identified in the Performance Work Statement (PWS).

Place of Performance
The PFO will support at the Office of Secure Transportation (OST), located within the boundaries of Kirtland Air Force Base in Albuquerque, NM.

Hours of Operation
The PFO will perform continuous protective services in eight (8) hour shifts as required 24 hours per day, 365 days per year and will monitor the interior and exterior of the Office of Secure Transportation (OST), Agent Operations Western Command (AOWC) during normal business hours, Monday-Friday.

General PFO Responsibilities
The PFO will be responsible for monitor and direct the actions of assigned personnel to ensure compliance of the Performance Work Statement (PWS).

The PFO will be assigned to post and must be thoroughly familiar with the operation of the post and the necessary actions to take during a security or emergency. The PFO must read, understand, and comply with this PWS, the AOWC FSP, and any supplemental written guidance provided by the Facility Security Representative (FSR). For situations not covered, the PFO must seek the guidance of the FSR or their supervisor. Where immediate action is required by written guidance, the PFO must exercise sound judgment, and error on the side of security.

  • Must always remain awake and vigilant.
  • Control access and conduct physical security checks at AOWC to safeguard government equipment and property.
  • Complete a Daily Activity Report for each shift. This report is a chronological record of events that occur throughout the PFO's shift. The preferred method for recording daily information is electronic. In the event an electronic report cannot be completed a hand-written log will be completed.
  • Must quickly notify the appropriate personnel in the event of disorder or emergency.

Patrols. The PFO will conduct security checks during non-operational hours in accordance with the table below or as dictated by the FSR. Non-operational hours are 1800-0600 and recognized holidays when AOWC staff and agents are not present.

  • Check AOWC/OTF gates, fences, buildings, and security interests to ensure they are secure and/or functioning properly.
  • Document the completed checks (in black text) as well as any abnormalities (in red text) in the Daily Activity Report.
  • Report abnormal situations immediately to FSR (during operational hours); and AOWC Duty Officer (during non-operational hours); or OST Transportation Emergency Control Center (TECC).
  • If criminal activity is suspected, the PFO must also contact Sandia National Laboratories Pro Force.

Report incidents of security concern: Including, but not limited to the following:

  • Circumvention of established access controls into the limited area.
  • Attempt or actual introduction of a prohibited article or an unauthorized controlled article into the Limited Area.
  • Confirmed or alleged non-compliance with laws or DOE directives/standards that jeopardizes protection of the facility or security interests.
  • Failure to properly secure firearms, ammunition, explosives, or pyrotechnics.
  • Failure to properly secure classified matter.
  • Apparent surveillance of the facility or operation (personnel taking photographs, making notes, watching through binoculars, unmanned aerial systems “drones”, etc.).
  • Demonstrations or protests.
  • Physical violence or threat of retaliation against a PFO.
  • Overt hostile attack on DOE personnel or facility.
  • Theft or attempted theft of firearms, ammunition, explosives, or pyrotechnics.
  • Loss, theft, or attempted theft of Federal Agent tactical gear.
  • Loss, theft, or attempted theft of a government vehicle.
  • Loss, theft, or attempted theft of Night Vision Device.
  • Loss, theft, or attempted theft of scopes.
  • Loss or theft of DOE firearms or ammunition.
  • Loss, theft, or compromise of classified matter.
  • Property loss or damage of any type totaling more than $10,000.

Qualifications of Protective Force Officer (PFO)
Security Officers must meet and comply with the following requirements:

  • Physical Requirements - PFO must be able to walk unaided, lift 30 pounds, manually open the vehicle gate, and stand or sit and remain awake and alert for considerable periods of time.
  • Medical Requirements - PFO must have the capacity to perform the functions of the position without risk to themselves or others. A medical condition which restricts the PFO from satisfactorily performing the duties of the position is considered disqualifying.
  • Uniforms - PFOs shall wear a company provided uniform and badges when working on a government installation. The uniform will provide visual recognition of their PFO status and be of a style and color normally used by industry for security services. The uniform shall be always clean and neat in appearance. The appropriate badge shall be clearly visible and will be worn above the waist while on duty.
  • Identification of Contractor Employees - PFOs are required to identify themselves as such to avoid creating an impression that they are Government officials in the minds of members of the public or other Government officials. They must also ensure that all e-mails, documents, or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

Security
The Protective Force Officer must possess and maintain a DOE “L” security clearance. Additionally, personnel must have the ability to pass a drug test and meet physical/medical standards and evaluations.

The Protective Force Officer must demonstrate the following abilities: Provide courteous, but firm service when conducting security responsibilities. Sound judgment, foresight, and problem solving skills, possess excellent oral and written communications, and customer service skills, able to adapt to fast-paced work/office environment with accuracy under pressure, demonstrated competency managing schedules, documentation, and automated systems, demonstrate leadership, excellent research and data gathering skills and ability to interpret/analyze complex information, ability to work independently within the bounds and guidelines of the contract requirements and client, knowledge of and experience using the Microsoft Office Suite, and the ability to work and communicate with diverse group of customers and clients within and outside the Federal Government.

The Protective Force Officer must present a professional demeanor at all times while on site. The Protective Force Officer shall treat all persons with courtesy and respect; striving to earn positive feedback of customers.
