JOB
The County Surveyor is responsible for providing professional decisions for surveys and complex survey analysis. This position reviews and approves the work of other surveyors, public and private, including assisting, advising and guiding professional surveyors, survey technicians, the Recorder, the Treasurer, attorneys, other County departments, business professionals and the public. Work is performed under general supervision of the Public Works Director and is reviewed through results attained. REPORTS TOWork is performed under the direction of the Public Works Director. The employee is expected to exercise initiative and judgment in planning and organizing work, completing assignments, and handling routine and unusual problems. SUPERVISION EXERCISED Supervision is exercised directly, or through subordinate supervisors, over a staff of technical personnel. Includes assigning, directing, evaluating, and reviewing work of subordinate employees. Responsibilities include planning, scheduling, and coordinating work operations, providing on-the-job training, evaluating job performance, recommending disciplinary actions, and recommending selection of new staff members.
EXAMPLE OF DUTIES
Develops systems for and oversees the review of Registered Land Surveys, parcel plats, and right-of-way abandonment petitions and process for compliance with state statutes, County policies, and professional standards. Reviews parcel plats and maintains process for parcel plat submission, review, and approval.Administers Public Works Department spatial data and GIS layers.Performs and directs professional surveying work to acquire property and right-of-way for County projects and interests including eminent domain action as appropriate in accordance with state statutes, County policies, and professional standards.Collaborates with surveyors, attorneys, and developers on procedures necessary to record surveys for public record; recommends solutions to disputes.Provides review and professional opinion on easements, prescriptive rights-of-way, and RS 2477 rights-of-way.Develops, implements, and monitors the County-wide survey to perpetuate and maintain the United States Public Land Survey System in accordance with state statutes and professional standards. Collaborates with other departments, agencies, and professionals to facilitate the development of an accurate and economical geodetic control network.Establishes and defines the subdivision of sections of land; applies the principles of land surveying, evidence, and law to determine land boundaries; prepares legal descriptions, right-of-way plats, certificates of survey, professional reports and other survey documents.Communicates and collaborates with other departments, government agencies, private businesses, public utilities and the public on projects such as: Geographic Information Systems (GIS) mapping, right-of-way platting, unmanned aircraft systems data collection and mapping, aerial photography, subdivision plat review, geodetic survey control, Global Navigation Satellite Systems (GNSS/GPS) development and training, Computer Aided Drafting (AutoCAD) development and training, forensic surveys and boundary surveys as required to complete specific projects.Interprets and explains state statutes, professional standards, rules, regulations and legislative changes affecting all phases of land survey and geospatial information for department staff, other departments, other agencies, business professionals and the public. Coordinates survey and land information projects; trains staff in specialized aspects of work and acts as resource to others; acts as team leader on projects; reviews and provides input on individual and team performance.Coordinates parcel mapping, centerline datasets and the security and integrity of the parcel map geodatabase to support the County's geographic information system (GIS) and land records management systems.Performs other related duties as directed. SUPPLEMENTAL INFORMATION
Knowledge of: Title search procedures and legal descriptions of real property, land division regulations and requirements, field surveying methods, techniques, and principles, and of the regulations governing land boundary surveying.Principles, methods, procedures and techniques of surveying and cartography including land surveying technology and operation of optical, electronic, magnetic, and mechanical measuring devices.Federal, State, and local technical, administrative and legal requirements pertaining to surveying, right-of-ways and land divisions.Laws, regulations, directives, policies, and organizations relating to administration, planning, surveying and the review and approval of rights-of-ways and land divisions.Land and construction survey methods and procedures.Survey mathematics including algebra, geometry, and trigonometry.Civil Engineering and survey terminology and descriptive materials including maps, plats, drawings, and specifications.Surveying instrumentation including optical, electronic, and magnetic devices.Department policies, rules, regulations, and procedures including safety requirements.Computer applications as they apply to uses for engineering, surveying, cartography, computer-aided design, and geographic information systems purposes.Principles and practices of leadership, supervision, and training.Location and retrieval of survey related records within governmental agencies.Mohave County Personnel Policies and Procedures, and Department Regulations.Skill in: Develop staff competencies and promote respectful workplace.Excellent knowledge of computer systems.Expert knowledge of evidence relating to land title and survey practices.Expert knowledge of appropriate boundary control, legal principles, and practices of land surveying sufficient to solve complex surveying problems.Expert knowledge of land surveying standards and the basis for their development.Expert knowledge of survey network design and adjustment.Expert knowledge of GIS for land surveying applications, including spatial database development, maintenance, and analysis.Expert knowledge of land survey equipment, GNSS/GPS equipment, robotic total stations, and computers.Expert knowledge of the United States Public Land Survey System and datum transformations. Ability to: Develop GIS data and analysis critical to modern surveying, planning, construction, and management.Prepare high quality cartographic products.Present technical opinions and conclusions in a clear and convincing manner.Assign projects and direct personnel in the efficient completion of assigned projects.Coordinate survey and land information projects with end users; good teamwork skills; strong analytical and communications skills, both oral and written.Train others.Work in field rolling and mountainous terrain as well as adverse weather conditions.Planning and documenting work actions.Managing electronic archives for survey data, record documents, and project documents. Establish and maintain effective working relationships with people.Building partnerships and foster teamwork. Work collaboratively within and across organizational boundaries to achieve common goals.Identify customer expectations and respond appropriately to their needs.Develop a broad understanding of overall County functions and the relationship between functions.
