Software Engineer - Scrum Master 
What You’ll Do
  • Maintain and improve the performance of existing software code, with duties to design and update software databases under contract and direction from the assigned Government Product Manager.
  • Recommendation of improvements to existing software applications as necessary. Individual shall be capable of performing the software tasks identified in the contract requirements in forming and working on Government/Contractor software coding teams.
  • Guides the team and organization on how to use Agile/Scrum practices and values, as well as how to self-organize into Agile/Scrum Frameworks. Facilitates discussion, decision making, and conflict resolution. Assists with internal and external communication.
  •  Supports and educates the Product Manager.
  • Drives team sprint/release commitments; assists team by removing impediments.
  •  Ensures scrum practices are followed to include, but not limited to, time logging, comments, work in progress (WIP) limits, etc. Controls feature sizing, velocity and capacity estimations.
  •  Works with Product Owner to create and define story acceptance criteria. Provides support and commitment to continuous improvement of product, process, and the team.
What You’ll Need
  • BS degree or higher in Engineering or a related technical field is required plus 5 or more years related experience.
  • Each higher-level related degree, i.e., Master’s Degree or Ph.D., may substitute for two years of related experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  •  A current, active TS/SCI security clearance is required. 
  • At least one relevant certification: Certified Scrum Master (CSM), Certified Scrum Professional (CSP), Project Management Institute (PMI) Agile Certified Practitioner (PMI-ACP), Certified Scaled Agile Framework (SAFe) Agilist
  • 5 years’ experience as scrum or team lead using, implementing, and directing agile or lean philosophy techniques. Proven experience with widely practiced agile techniques, including release planning, user stories, backlog management, sizing and estimation, and continuous integration.
  • Astute ability in writing test scripts, in an agile software development environment, where built in automated test procedures are paramount and continuous integration of software and continuous delivery of software, to the Government is the culture.
  • Experience assessing the scrum maturity of the team and advising the team on how to reach higher levels of maturity at a sustainable pace.
  • Experience working independently with clients or stakeholders conducting interviews, observations, and surveys, to develop user-stories in support of full-service consumer and business applications.
  • Experience with Continuous Delivery and Continuous Integration (CI/CD) techniques, test-driven development, and automated testing practices.
  • Experience with open source Geospatial Information Service tools and libraries such as QGIS and Geospatial Data Abstraction Library (GDAL).
  • Experience utilizing, creating, and analyzing Geographic Information System (GIS) and other location-based data.
  • Candidate must have experience with OGC services and standards.
  • Use of and development with at least one common geospatial tools dataset, and operating platform. These may include, but are not limited to:
  • Tools - Boundless Spatial suite, Remote View, Postgres, and/or other geospatial databases, ArcGIS Desktop, ArcGIS Server, Image Server, and File Geodatabases.
  • Data formats including KML, KMZ, NITF, TIFF, JPEG, GeoPDF, and similar geo-related formats.
  • Operating Platforms – ESRI, OpenGeo Suite, or similar.
  • Development of customized code, scripts, modules, macro procedures, and libraries to implement specialized spatial analysis functions using languages such as Python, Java, PHP, C, or similar scripting and development languages.
Desired Education/Experience:
  • Experience in full stack development to include Java, Web services, Database, and micro-service development.
  • Experience with agile and lean philosophies, serving as scrum or team lead. With at least some experience in the last 3 years.
  • Integration and tailoring of geospatial Commercial Off-The-Shelf (COTS) software applications; specialized software and database development and maintenance; integration of related specialized hardware; engineering studies to identify and remedy geodata processing bottlenecks.
  • Expertise in multiple Commercial, Open Source and Government created Geospatial Information Systems/Platforms
  • Experience with Agile tools such as Jira, VersionOne, and Rally; proficiency with Atlassian tools such as Jira, Structure and BigPicture.
  • Core development experience in large scale enterprise Java applications using Spring Frameworks.
  • Query and management skills with geospatial and non-geospatial Postgres, PostGIS and Structured Query Language (SQL) databases.
  • Demonstrated experience in at least one of the following:
  • Integration and operations of geospatial analysis visualization and algorithms.
  • Geospatial data creation, manipulation, extraction, analysis and conveyance in a variety of Open Geospatial Consortium (OGC) and/or proprietary (e.g. ESRI, Google Earth, ERDAS) formats
  • Current and developing Geospatial data formats
  • Government and Military common geospatial formats
