Summary/Objective

Provide strategic and operational planning, guidance, provisioning, and supervision to regional field operations for public, and private conservation resource/infrastructure management, research, and programs, including providing input for the coordination and review of annual resource allocation plans, annual expenditure plans, and annual Wildlife Code reviews.

Essential Job Duties

  • Ensure regional work plans and work activities are aligned with the goals and outcomes identified in MDCs strategic plan; provide feedback and accomplishment reports for quarterly strategic dashboard meetings.
  • Monitor regional expenditure allocations to ensure expenditures meet fiscal constraints, accepted business practices, and are in line to achieve the goals and outcomes identified in MDC's strategic plan and complementary regional work plans.
  • Hire, direct, and evaluate the performance and training of regional resource and infrastructure management program supervisory staff, and review staff comments and recommendations regarding direct reports, including staff training recommendations.
  • Provide oversight and guidance for proactive partnerships with cities, counties, and other organizations involved with conservation to address regional and statewide conservation and citizen needs.
  • Coordinate with Human Resources to investigate and/or resolve, disputes, accidents and injuries and to interpret, implement, and enforce all applicable Human Resource policies and procedures.
  • Coordinate with Conservation Business Services to interpret, implement, and enforce all applicable Business Management policies and procedures; including guiding strategic budget development, approving, monitoring, and implementing, agency budget and equipment inventories related to regional operations.
  • Coordinate with Infrastructure Management, Design and Construction to identify and prioritize regional rehabilitation and capital improvement construction projects and to interpret, implement, and enforce all applicable construction policies and procedures, ensuring all projects are designed and constructed in accordance with provisions of state laws, regulations, and guidelines.
  • Provide leadership and direction for regional state land and facilities management, including recommendations regarding facility maintenance and security, infrastructure improvement or replacement, and budget allocation.
  • Facilitate consistent application and auditing of Department resource management best management practices through Public Resource Management Supervisors, including the use of agricultural practices.

Education and Experience

  • Bachelor’s Degree in Business Administration, Resource Management, Environmental Science, Natural Resources or related field.
  • At least eight (8) years of progressively responsible professional managerial experience, with at least four (4) years in a supervisory capacity.
  • Must maintain a valid, current driver's license.

  • Ability to establish and maintain professional, effective working relationships with all levels of Department staff, other entities, and the general public.
  • Ability to maintain a high level of energy and perform multifaceted projects in conjunction with day-to-day activities.
  • Ability to establish credibility and be decisive, while recognizing and supporting the Department’s preferences and priorities.

Work Environment

  • Work is performed in a standard office environment.
  • Extensive travel is required.

Physical Abilities

  • Remain in a stationary position 70% of the time.
  • Move about grounds, both inside and outside of buildings.
  • Constantly operate a computer and other office productivity machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision and three-dimensional vision.
  • Regularly lift up to 5 pounds, correctly lift up to 10 pounds.
  • Concentrated attention is required at all times.
  • Regular attendance is a necessary and essential function.

Exemption Status/Special Notes

This position has been determined to be Exempt according to the Fair Labor Standards Act. Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.

Salaried and hourly employees are expected to use a mobile device-cellular phone for Department business, as needed.
