Description

Under the direct supervision of the Director Talent Management with a matrixed relationship to the Director Employee Relations, Partner, and Human Resources, operates as the primary contact for employees and managers in their designated division(s). Works with represented employees and the union on employee relations and policy issues. Partners with the Director of Employee Relations on Title IX investigations. Serves as a consultant to management on human resource-related issues, aligning with business objectives with employees and management. Supports and facilitates employee change with the capability to assess and anticipate human capital needs. Supports the colleges' strategic objectives by working with other HR department subject-matter experts and engages the appropriate resources to address situations and engage the division(s) in developing integrated solutions. Maintains an effective level of business literacy about the college's financial position, its midrange plans, and its culture with employees, students, and the community. Works with college divisions to identify initiatives to improve and support the college's equity, diversity, and inclusion strategy. Analyzes employee data to develop appropriate affirmative action plan (AAP) initiatives and informs leaders on areas that need improvement.
Characteristic Duties and Responsibilities

  • Employee Relations : Manages and resolves employee relations issues. Conducts effective, thorough, and objective investigations. Consults with the Employee Relations SME when applicable. Investigates Title IX complaints in partnership with the Director of Employee Relations. Develops working relationship with union leadership to engage in employee situations. Maintains in-depth knowledge of legal requirements to daily management of employees, reducing legal risks and ensuring regulatory compliance. Partners with legal department as needed or required.
  • Business Partnering: Partners with management and employees to improve work relationships, build morale and increase productivity and retention. Builds effective working relationships with business leaders. Coaches and supports management on relevant employee applicable skills and support including but not limited to communication, performance management, etc. Works closely with management and employees to improve work relationships, build engagement and increase productivity and retention. Identifies individual and department coaching needs. Participates in regular meetings with respective college division and department leadership.
  • Partnering with HR Centers of Expertise: In partnership with the Director of Employee Relations analyzes data to develop affirmative action plan and initiatives for the college. Analyzes patterns of selection and promotion to ensure equity and inclusion in college practices. Partners with HR Talent Acquisition Partners to ensure needed resources are available to hire employees. Monitors diversity and equity needs within assigned divisions and ensures appropriate recruiting resources are used to identify candidates. In partnership with the Manager of Training and Development identifies training needs for departments/divisions and provides training workshops on relevant topics for managers and employees. Participates in the evaluation and monitoring of training programs to ensure success. Follows up to ensure training objectives are met.
  • Workforce Planning and Engagement: Provides guidance and input on department/division restructures, workforce, and succession planning. Provides management with strategic direction regarding organizational change and approaches to leverage staffing and talent needs. Develops and prepares HR metrics to present to division to guide decision making and offer proactive solutions. Reviews and analyzes data to identify trends and recommends solutions to improve the overall health within the assigned division and monitor the "pulse" of employees to ensure a high level of engagement.
  • Policy Guidance and Interpretation : Consults with management and provides appropriate HR guidance. Provides policy guidance and interpretation; recommends and implements changes as needed. Analyzes trends and metrics in partnership with the HR group to develop solutions, programs, and policies.
  • Collaborative Teamwork: Establishes, maintains, and enhances positive work relationships with staff, faculty, and administrators.
  • Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community Colleges. Actively organizes and/or participates in applicable workgroups, trainings, workshops, seminars, committees and professional associations or conferences to promote continuous learning.
  • Other duties: Performs other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.
Qualifications
Compliance with all state, federal, and accreditation standards/requirement, as well as all MATC policies and procedures.

Direct experience in overseeing and managing employee investigations. Strong analytical skills with the ability to summarize findings and outcomes effectively in written and verbal communications. Independently manage cases and multiple priorities under the guidance of the Director of Employee Relations.

Preferred Education & Experience: Master's degree in a related field.

Preferred Licensure/Certification: SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR) credentials.

Preferred Experience: Experience in higher education or the public sector.
Required Education:
  • Bachelor's degree in Business Administration, Human Resources, or related field.
Required Experience:
  • Five (5) years of progressively responsible work experience in Human Resources that includes 2 years of direct employee relations and proven successful partnerships with business divisions. Direct experience in overseeing and managing employee investigations. Strong analytical skills with the ability to summarize findings and outcomes effectively in written and verbal communications.
Preferred Experience:
  • Experience working with represented employees.
  • Title IX Experience.
Preferred License/Certification:
  • SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PFR) credentials.
Knowledge, Skills and Abilities
  • Working knowledge of multiple human resource disciplines, including compensation practices, organizational diagnosis, employee and union relations, diversity, performance management, and federal and WI State employment laws.
  • Skills and abilities in the following business competencies: business acumen; communication; consultation; ethical practices; cultural awareness; HR expertise; relationship management.
  • Detail oriented and possesses strong problem solving and analytical skills.
  • Self-starter with strong leadership and management skills.
  • Strong organizational and project management skills with the ability to meet deadlines in a fast paced environment, and work well under pressure.
  • Able to effectively communicate verbally and in writing at all levels; as well as display excellent presentation and public speaking skills.
  • Ability to build and maintain strong relationships with employees and vendor partnerships.
Supplemental Information

Start Date:
This position reports to the Director of Talent and is available immediately.

Hours:
This position is a 1.0 FTE or 40 hours per work week. Work hours are typically business hours, Monday through Friday from 8am - 4:30pm. Position is eligible for a hybrid work schedule.

Salary:
Salary is listed to the midpoint of the salary range and is based on the 2023/2024 rates and are determined by years of experience credit and internal salary equity.

Health Insurance
  • MATC offers a choice between two medical insurance plans. See below for plan types:
    • Low Deductible PPO

  • Upon selection, the coverage begins the first of the month following start date. You will have 30 days from your start date to enroll.
  • MATC contributes a generous percentage towards medical insurance premium.
  • Both medical plans include prescription drug coverage at no additional cost to employees.
  • Employees are offered an option to enroll in a Health Care Flexible Spending Account (FSA) with the selection of the Low Deductible PPO plan.
  • Employees are offered an option to enroll in a Health Savings Account (HSA) with the selection of the High Deductible PPO plan with employer contributions.
  • Dental Insurance
    • MATC offers a group dental plan through Delta Dental.
    • Upon selection, the dental insurance plan coverage begins the first of the month following start date.
    • Annual maximum per covered person is $2,500; plan covers preventive, routine, restoration, and has an orthodontic benefit for dependents up to age 19.
    Vision Insurance
    • MATC offers a group vision plan through Superior Vision..Upon selection, the vision insurance plan coverage begins the first of the month following start date.
    • Plan covers eye exam, frames, lenses and contact lenses.
    Group Life Insurance
    • MATC offers group term life insurance benefits through Madison National Life Insurance Company effective the first of the month of start date and is fully paid for by the College. The amount of insurance is based upon the employee's annual earnings rounded to the higher $1,000.00. The benefit is doubled in the event of accidental death.
    • Supplemental Life Insurance is also available at group rates for employees, spouses, and dependents to purchase.
    Long-Term Disability
    • MATC offers long-term disability insurance through Madison National Life Company after 30 days of employment and is fully paid for by the College. Benefits provided are equal to 66 2/3% of base monthly earnings.
    Flexible Spending Accounts
    • MATC offers two types of Flexible Spending Accounts (FSA):
      • Health Care FSA
      • Dependent Care FSA
  • This type of benefit allows employees to set aside pre-tax dollars per calendar year for a variety of medical, dental, and vision expenses (for a Health Care FSA) and for day care expenses for children under 13 or family members that are dependent on you for more than half their support (for a Dependent Care FSA) up to a maximum amount.
  • Retirement Savings
    • Regular full-time employees of MATC who are hired for greater than 12 months become members of the Wisconsin Retirement System (WRS)'s pension system as of day one of employment. The College currently pays the full cost of the employer contribution (6.8%), and the employee pays the full part of the employee contribution of 6.8% of salary. There is a five year vesting period requirement in order to qualify for any employer contributions made on the employee's behalf. Contribution rates are subject to change annually as set by the State.
    • In addition to the WRS pension account, employees may enroll in other optional retirement savings plan such as a 403(b) account or a 457 account on a pre-tax or post-tax basis.
    Sick Leave
    • MATC offers employees a generous sick leave plan per year.
    • Each employee may accumulate up to 165 days of full sick leave with an unlimited accumulation of half pay sick leave.
    Vacation
    • MATC offers a vacation policy to employees for the purpose of rest and relaxation.
    • Vacation is earned at a generous rate each year of employment. (Not available for Instructors)
    Paid & Flexible (Floating) Holidays
    • MATC offers 12 paid holidays for non-Faculty positions and 7 paid holidays for Faculty positions.
    • MATC provides two flexible (floating) holidays per employee per year. (Not available for Instructors).
    Tuition Benefits:
    • Employees are eligible for tuition reimbursement and waiver after completing probationary period.
    • Amount allowed per fiscal year is 18 credits at MATC or $1,400 at other accredited institutions.
