The Deputy County Assessor assists the County Assessor with the administration of the property tax system. The incumbent appraises commercial/industrial personal property, multi-family dwellings, mobile home parks, and resorts for tax assessment purposes.

Essential Functions

This job description indicates the normal type and level of work expected of the incumbent. Incumbent may be asked to perform other duties as apparent or assigned.
  • Appraises and determines appropriate market value of all commercial, industrial, multi-family, residential, and personal property. Physically inspects properties to accurately determine quality of construction and physical condition, takes measurements and photographs, makes sketches, and provides detailed descriptions of all structures. Determines land acreage, breakdown, and valuation for assigned properties, including the most complex properties.
  • Researches and establishes valuation benchmarks for mass appraisal work through study of construction, sales data, and neighborhood trends. Analyzes, verifies, researches, and interprets sales data, and makes recommendations to County Assessor to apply information to assessments. Assists the County Assessor in adapting the information to the mass appraisal of property.
  • Establishes tax estimates for new developments such as TIF districts, commercial projects, apartment complexes, etc.
  • Processes and maintains all splits and combinations of property, ensuring each is valued and coded properly.
  • Responsible for accurate correspondence and information (verbal and written) concerning valuation, classification, assessment procedures, and the property tax system. Responsible for accurate calculations and tax estimates when requested.
  • Performs entry and operation of computer-aided mass appraisal system.
  • Makes reports and defends assessment decisions at Board of Review meetings, and during property tax court litigation.
  • Communicates courteously and professionally with the public to exchange detailed and/or technical information, and resolves issues regarding appraisal process, department policies and procedures, records, and other related matters. Holds informational meetings for the public on tax law changes and updates.
  • Assists the County Assessor in developing and implementing operating policies and procedures within the department in order to accomplish departmental goals and objectives. Identifies process improvements for department operations, makes recommendation, and implements approved processes.
  • Coordinates with the County Assessor in planning and scheduling projects and determining priorities.
  • Using independent judgment, assists the County Assessor in providing work direction, technical direction, and training to department personnel, in accordance with Mille Lacs County Personnel Policy and provisions of any applicable collective bargaining agreement(s). Provides technical direction to staff members as to proper classification, valuation methods, and procedures. Provides training and work direction, ensuring the employee knows and follows department and County rules, as well as sound work and safety practices, in order to accomplish the job objectives and avoid injury or loss; participates in the recruitment and hiring process upon request; provides input to the department head regarding employee performance.
  • Provides training for Appraiser Trainees.
  • Represents the department at County Board and other meetings as needed.
  • Acts on behalf of the County Assessor in his/her absence.
  • Performs other job-related duties as assigned.

Minimum Qualifications

Requires specialized training in the property tax assessment field, equivalent to a two-year post-secondary degree and current Accredited Minnesota Assessor (AMA) Designation from the State Board of Assessors (which requires three years of assessment experience), and at least one year of experience as an AMA; or an equivalent combination of education and experience. A valid driver’s license is required. Must satisfy continuing education requirements as established by the State Board of Assessors.
