The Chief Information Officer is responsible for leading the Bank’s Information and Technology Services Enterprise-wide. Directs Information Technology by providing leadership and strategic planning to achieve results in each area. In partnership with Vendor Management, manages bank vendor relationships as it relates to technology and product support. Oversees IT to ensure that functionality, reliability and efficiencies are pursued throughout the Bank. Works with CISO to ensure security across enterprise. Leads subordinate department heads toward meeting company performance standards and seeing that our internal operations are service focused as well as compliant within the regulatory rules and bank policies and procedures.

Responsibilities

  • Studies banking strategies as it relates to product and technology. Stays abreast of emerging trends and advances in bank operations, technology, and information security. Recommends opportunities for changes to existing processes, structure, and people.
  • Works to assure maximum efficiency of resources devoted to technology, personnel, and assuring that workflow is as productive as possible. Allocates resources based on long-term needs of the company.
  • Oversees operational compliance, procedures, and quality control and ensures they are maintained. Reviews, recommends, and initiates corrective action; oversees certification and audit activities for each department; and ensures each department is in compliance with established policies, procedures, and state and federal regulations.
  • Directs I.T. business continuity; sets priorities in coordination with I.T. Steering Committee strategies; determines I.T. policy needs based on productivity, security, and regulatory considerations. Reviews existing policies and practices for consistency and applicability.
  • Manages I.T. audit and compliance functioning as primary contact with I.T. regulators. Manages exams, audits, assessments and responses. Works with Business Line owners and Compliance Department in staying abreast on I.T. requirements and emerging issues relating to regulations and security.
  • Works in coordination with I.T. Management direct reports in the development and implementation of technology plans for the bank as well as an adequate annual I.T. budget. Collaborates with I.T. Management direct reports to stay abreast of both business and security related technologies, practices, and regulations. Recommends necessary changes in production and security plans, practices and technologies.
  • Is primary contact and relationship manager for I.T. consultants and business partners. Oversees the management of core processing vendor contract and other processing related contracts. Reviews contracts for liability and consistency.
  • Oversees the budget for departments under supervision, meeting regularly with department heads for expense control and overall budget management.
  • Guides the development and growth of divisional personnel through excellent communication skills and leadership.
  • Utilizes strong delegation and management skills of direct reports which works through a highly cross-trained and experienced staff.
  • Performs personnel actions including performance appraisals, disciplinary actions, and recruiting/interviewing/selection of candidates for employment; supervises the daily activities of staff including, but not limited to, effective delegation of assignments, developing work schedules and providing necessary training and career development.

Qualifications

Bachelor’s degree or equivalent combination of post high school education and ~10 years related work experience. Other desired certifications could include an EMTM or MBA, CISSP, PMP, and deep expertise with the best known fintech vendors in the banking industry.
