Infrastructure Systems Manager

Judicial Information Services, State Court Administrative Office

Salary: $95,734.80 - $126,950.40

Judicial Information Services (JIS) is the IT arm of the Michigan Supreme Court. The Senior Manager of Infrastructure is responsible for supervising the team responsible for providing computing, database, and infrastructure services to MSC, SCAO and Trial Courts. Strategize, coordinate, and oversee the effective deliver of these services by efficiently managing both technological resources and team members.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develop and execute infrastructure initiatives based on customer requirements and expectations.
  • Manage the day-to-day operational activities and technical architecture/design, for IBM i-Series systems and Databases, Microsoft SQL Server and Database environments, Storage devices, backup and recovery.
  • Lead designated staff including determining human resource needs, recruiting highly qualified staff, determining staff development needs and providing development resources, performance communication planning, recognition, compensation and discipline.
  • Develop concise Performance Communication Plans (PCP) for direct reports.
  • Direct and coordinate activities of the systems Infrastructure team to ensure projects progress on schedule and within budget.
  • Research, evaluate and recommend new technologies.
  • Design and execute short- and long-term strategic plans to ensure infrastructure capacity and technology meets current and future needs.
  • Support and implement IT Security policies, compliance, and IT Security strategies.
  • Negotiate with outsourcers, vendors, and contractors for infrastructure-specific products and services.
  • Collaborate with JIS managers and senior leadership to determine team's priorities to support day-today and organizational strategic initiatives.
  • Serve as a technical advisor to trial courts, the Supreme Court and SCAO management on matters of information technology.

ADDITIONAL RESPONSIBILITIES (IF NECESSARY) Be available 24x7x365 to respond to service outages.

EDUCATION

Bachelor’s degree in computer science, information systems, or related technical field.

EXPERIENCE

Minimum of 7 years of progressively more responsible experience in IT Infrastructure systems and leading/supervising technical teams in a large enterprise environment.

KNOWLEDGE

  • Knowledge of server, storage, system management, operating in IBM-I environments;
  • Knowledge in cybersecurity and practices to achieve compliance with Industry, State and Court best practices and laws;
  • Understanding of Enterprise Architecture Frameworks and Hosting Service management;
  • Proficiency in database management operating in both IBM-I and Microsoft environments;
  • Engineering, analytical, troubleshooting and project management methodologies;
  • Knowledge and proficiency using backup technologies, disaster recovery development testing, and developing business contingency practices;
  • In-depth knowledge of vendor management, managing service level agreements, and tracking KPI scorecards with a focus on service delivery objectives;
  • Knowledge of development and support pipelines, supporting multiple environments from development, testing, UAT, production and retirement of environments;
  • Strong knowledge of ITIL and ITSM practices;

ABILITY

  • Lead and motivate others.
  • Communicate effectively, verbally and in writing.
  • Provide excellent customer service, problem solving and conflict resolution.
  • Evaluate multiple options before facilitating the solution to a problem.
  • Apply critical thinking skills to determine the appropriateness of requests, with periodic reviews of business procedures to clarify or change a business process.
  • Use the knowledge gained in the daily operational procedures as input to business process and procedure documentation.
  • Work independently and manage time effectively to meet deadlines.
  • Independent judgment is required to carry out assignments which may have significant impact on services or programs.
  • Work during non-standard business hours and weekends as needed.

LICENSING / PROFESSIONAL CERTIFICATION (PREFERRED)

  • Microsoft Certified Database Administrator (MCDBA)
  • Microsoft Pro Enterprise Windows Server Administrator (MCITP)
  • Active IBM Power Systems & Storage Technical University Training

PHYSICAL REQUIREMENTS

  • Working conditions are normal for an office environment;
  • Lift and transport materials, equipment, and supplies weighing up to 45 pounds.
