Location: Hybrid - Lansing, MI Office

Purpose: This position will function as the section manager of the Michigan Department of Health and Human Services (MDHHS) Office of Nursing Programs: Nursing Safety and Workforce Planning (ONP) within the Policy and Planning Division. This unit is responsible for ensuring a continuous supply of adequately prepared direct care nurses, nursing faculty, and nursing educational programs while promoting workplace safety. This position will provide administration and advisement in the development of programs that support nursing workforce development through education, licensure, and training, promote safety in practice environments to ensure safe patient care, and advance professional practice through health equity principles throughout the state. The ONP section manager will oversee and manage the office's staff and overall operations by analyzing staff performance, hiring new staff, directing work assignments, setting work priorities, and facilitating staff training and leadership development. This position will maintain metrics and develop staff to ensure excellent service is provided to internal and external partners. The section manager will also assist in various other related policy and planning activities within the Michigan Department of Health and Human Services.

Duties and Responsibilities:

Strategically plan and oversee the work of the Office of Nursing Programs.

      • Create policies and procedures within the Office of Nursing Programs in alignment with departmental guidelines and priorities.
      • Maintain continuous stakeholder outreach.
      • Determine action plans for programmatic efforts.
      • Implement and oversee the continuation of current programs and develops new short- and long-range programs.
      • Formulate programs and policies to address nursing workforce changes and needs while improving diversity within the profession.
      • Ensure programs support social determinants of health for participants and recipients of care.
      • Evaluate office procedures for effectiveness.
      • Assign tasks to and direct the work of subordinates.
      • Coordinate the work of contractual relationships.
      • Provide budget recommendations for office operations.
      • Develop alternative strategies to address and resolve a variety of programmatic issues.

Manage the Office of Nursing Program Staff.

      • Conduct staff meetings to discuss the status of programs and projects along with barriers and roadblocks.
      • Evaluate employee performance based on shared metrics of work assessment.
      • Hire and develop new Office of Nursing Programs staff.
      • Maintain positive relationships with staff to ensure productivity and open communication.
      • Facilitate leadership development opportunities in alignment with employee areas of growth.

Provide resources and advisement for nursing policy and programs to internal and external Department partners.

      • Meet regularly to maintain relationships with the Michigan Board of Nursing as well as professional and education nursing groups and organizations to assist identifying key issues and provide input.
      • Maintain engagement with existing nursing stakeholders and continue to build new relationships to enhance representation in this group and advance key nursing issues.
      • Ensure stakeholder group represent a broad spectrum of health professionals and educators to advance equity and collaboration.
      • Provide advisement to and participate in boards and councils as appropriate regarding nursing related issues while maintaining Departmental priorities.
      • Analyze the impact of federal and state legislation and program policies on nursing practice and education.

Manage contractual agreements for projects assigned to and developed by the Office of Nursing Programs.

      • Maintain positive relationships with contractors and grantees to ensure clear expectations and timely deliverables.
      • Develop and execute contractual budgets, workplans, and reporting requirements in alignment with Departmental policies, procedures, and timelines.
      • Prepare reports to detail measurable outcomes and other qualitative and quantitative contractual results for applicable audiences.
      • Manage and maintain records related to contractual agreements in accordance with Departmental policies and procedures.

Perform other duties associated with the Office of Nursing Programs.

  • Participate in interdisciplinary planning meetings and formulate resulting recommendations.
  • Prepare and deliver status updates to Division and Administrative management.
  • Always represent the best interests of MDHHS and MPHI.
  • Other duties as assigned by Division leadership.

Qualifications/Requirements:

Education: Possession of a bachelor's degree in any major. Biological sciences, health, and/or nursing major preferred.

Experience: Two years of professional experience, including one year equivalent to the advanced (15) level.

    • Knowledge of current literature, policies, technology, and innovation in the field.
    • Knowledge of the scope of nursing practice (e.g., clinical practice, education, and research).
    • Knowledge of the basic principles of management including organization, planning, staffing, training, budgeting, and reporting.
    • Knowledge of computer applications: Microsoft PowerPoint, Excel, Word, and SharePoint.
    • General understanding of government organization and structure.
    • Ability to interpret state and federal laws related to nursing.
    • Ability to analyze, synthesize, and evaluate a variety of data for use in program development and analysis.
    • Ability to organize and present information effectively, both verbally and in writing.
    • Ability to work well with others on a team, work independently, and multi-task within tight deadlines.
    • Ability to learn and utilize computer processes.

    • Human resource functions for the Office of Nursing Programs (hiring, training, evaluation, maintenance management)

Work Environment and Physical Requirements: Regular sitting, standing, walking and use of a laptop. Environmental conditions are consistent with that of a normal office environment. This position requires occasional transport of laptop and written materials as well as limited travel.

RESPONSIBILITY FOR THE WORK OF OTHERS: This position will supervise, train, and evaluate a staff of professionals.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This position strategically plans and oversees the work of the Office of Nursing Programs (ONP), manages ONP staff, provides resources and advisement for nursing policy and programs to internal and external Department partners, and manages contractual agreements for projects assigned to and developed by the ONP.
