Job Title:
Finance Analyst – Special Education

Job Summary:
The Finance Analyst – Special Education works as a liaison between Business Services staff and Special Education staff to effectively manage grants and budgets for the benefit of the district. The Finance Analyst – Special Education works with LEA (Local Education Agencies) staff ensuring accurate Medicaid financial reporting. The Finance Analyst – Special Education is responsible for oversight of related financial activities, and continuous general ledger monitoring, including budgeting, monitoring, compliance, payroll, accounts receivable, accounts payable, accounts reconciliation and financial reporting. The Finance Analyst – Special Education is responsible for Medicaid quarterly financial and facilities settlement cost reporting. May be responsible for streamlining related financial procedures. May be responsible for integrating technology, designing reports, and developing spreadsheets.
Essential Duties (May include, but not limited to):
1. Performs complex and accurate fiscal and budget analysis, reconciliations, and postings under limited direction.
2. Assists in the preparation of financial statements, special education SE4094, 4096, and Excess Costs.
3. Verification Assist with of county Excess Costs reports and Maintenance of Effort calculations.
4. Performs complex professional accounting duties relating to the school system’s programs and projects.
5. Performs professional accounting work of moderate difficulty to ensure compliance with GASB and GAAP and grant requirements.
6. Provides direction, training, and work review to assigned mentees.
7. Audits LEAs Medicaid quarterly financial and facilities settlement cost reports ensuring accurate reporting.
8. Prepares and submits district Medicaid quarterly financial and facilities settlement cost reports capturing allowable expenditures; maximizing revenue.
9. Prepares and conducts training sessions for GASBO and Special Education Directors in area of responsibility.
10. Provides business office support to the assigned department director(s) and coordinator(s).
11. Assists with the training and coordination of support staff/work activities related to the financial aspect of assigned grant funded programs and Medicaid related financial tasks.
12. Reviews grant applications and narratives to ensure budgets are aligned with accuracy and compliance according to program regulations and intermediate school district policy.
13. Serves as a liaison between Special Education and Business Services in the financial management of grant funds to ensure compliance with grant requirements.
14. Develops and maintains written documentation on processes for training purposes.
15. Participate in the planning and implementation of processes for sub-grants on grant awards.
16. Assists with monitoring grant funded programs and sub-recipient financial records and providing technical assistance .in assigned area.
17. Monthly ledger monitoring of Maintenance of Effort expenses for allowability.
18. Capture and calculate ongoing allowable exceptions for Maintenance of Effort annual reporting.
19. Reviews grant and special education department purchase orders for allowability and verifies appropriate use of expense accounts according to the 1022 manual and Special Education Allowable Costs manual in collaboration with Special Education team.
20. Oversees accurate and timely submission of accounts payable and periodic financial reports related to assigned area.
21. Responsible for the accurate alignment of budgets in Finance as approved in State and Federal online systems (Nexsys) in assigned area of responsibility.
22. Assists with audit preparation.
23. Creates electronic documents and works with department director, or designee, to develop and manage budgets.
24. Responsible for managing budgets utilizing SchoolsOPEN software and provides assistance to assigned department director(s) and coordinator(s) with initial budget calculations and amendments.
25. Gather and prepare financial documentation for review of accounting transactions to ensure that all expenditures are accurate for timely draw down.
26. Assist department Director or coordinator in gathering, preparing, and reconciling final general ledger transaction in preparation of the final expenditure reports.
27. Maintains a working knowledge of all accounting areas of operation within the Business Services department.
28. Assists accounting staff with department requests to set up new accounts.
29. Balances various accounting procedures.
30. Designs and develops reports utilizing Excel, Report Builder and Fulcrum software. and SchoolsOPEN.
31. Analyzes and solves complex accounting transactions and verifies information for accuracy.
32. Provides business/management technical assistance to the department.
33. Responsible for integrating technology into existing procedures to streamline financial management functions.
34. Assist with monitoring, updating, and revising annual grant monitoring task spreadsheet.
35. Attend grant management meetings and provide financial updates.
36. Responsible for periodic progress reporting to appropriate department director(s) and coordinator(s).
37. Responsible for managing assigned match requirements for grant funded programs when.
38. Consistently models Win-Win leadership.

Other Duties:
1. Assists in preparation of special projects.
2. Composes and prepares correspondence.
3. Performs other duties as assigned.

Qualifications:

Education:
Bachelor’s degree required in accounting, business administration, finance or closely related discipline.

Experience:
Minimum four years documented work experience in accounting required. Experience in managing grant funds preferred. Experience in Medicaid School Services Program preferred. Experience in an educational business setting preferred. Experience with SchoolsOPEN software desirable.

Skills/Other:
Ability to work at a high degree of detail under the pressure of externally determined deadlines and with frequent interruption. Ability to interpret grant requirements and incorporate them into SchoolsOPEN financial system. Ability to solve complex problems, manage multiple tasks, demonstrate effective time management skills, meet deadlines, and produce accurate work. Thorough knowledge of accounting principles. Ability to develop spreadsheets. Ability to work with an integrated accounting system with the specific understanding of the effects on transactions and their impact on the financial records. Ability to pass proficiency testing in business math, Microsoft Word and Excel at the intermediate skill level required. Ability to create PowerPoint presentations preferred. Ability to utilize district technology, and works to maintain proficiency, as required skill sets change with technology and/or the needs of the district. Competent in the use of the Internet. Ability to relate effectively with others through oral and written communication. Strong teamwork, interpersonal communication, and problem-solving skills. Punctuality and good attendance are requirements for the position. Demonstrate honesty, integrity, and professionalism at all times. Ability to work a flexible work day, work week and work year. Demonstrated mental/physical ability and stamina for meeting the essential duties of the position. Discretion with confidential information. Ability to maintain a poised and professional image at all times. Ability to exercise good judgment and make decisions in accordance with board policies and administrative guidelines.
