Summary
In this role, you will help shape the future of the greater New York region by contributing to the implementation of the MTA's recommendations from its first Bicycle Pedestrian and Micromobility Strategic Action Plan and First Mile/Last Mile Planning process. More specifically, this position will be responsible for research and decision-support that contributes to the development of a program to achieve MTA's goals for First Mile/Last Mile strategies, which are primarily to introduce ways other than the use of single occupant automobiles to access MTA's stations and services as well as identify the critical transportation planning and internal and external investment necessary to ensure the continued mobility of the MTA region. It will also support the systematic analysis of multiple transportation investment proposals and initiatives. Other responsibilities may include Assisting with analyses to support the activities of the Transit Oriented Development Group and other groups that are essential to the implementation of First Mile/Last Mile initiatives as required, assisting with studies of critical related planning and policy issues, and developing presentations of findings for leadership and key stakeholders.
Responsibilities
Under the guidance of senior staff, candidates applying for this position may contribute to the following core Planning activities:
Coordination with all MTA agencies and outside entities to support the implementation of the First Mile/Last Mile tools and policies created under the Plan and recommendations made in the Bicycle Pedestrian and Micromobility Strategic Action Plan (aka "Extending Transit's Reach")
Monitor and assist with the implementation of actions in the Bicycle Pedestrian and Micromobility Strategic Action Plan systemwide, track their progress, and compile quarterly updates for MTA Executives.
Manage the development and implementation of new pilot programs to advance the goals of the Bicycle Pedestrian and Micromobility Strategic Action Plan, such as the Secure Bike Parking Pilot.
Represent MTA TOD on committees to procure consultant services to advance studies outlined in the Bicycle Pedestrian and Micromobility Strategic Action Plan and/or on technical advisory committees for studies prepared by other agencies and provide advisory support throughout studies as needed.
Serve as a subject matter expert on industry best practices of First Mile/Last Mile and other station area planning activities for continued process improvement.
Manage a consultant to enhance the online interactive First Mile/Last Mile Toolkit, update data, and ensure its relevancy for our regional stakeholders.
Development of updates to the MTA's First Mile/Last Mile Toolkit with MTA IT by conducting peer reviews and researching best practices and updates to industry standards.
Collaborate with other staff on analyses to support the activities of the Transit-Oriented Development group.
Perform analyses and technical tasks as assigned by Senior Executives.
Liaise with stakeholders in MTA's suburban (NYS) service territory who are either currently engaged in the MTA First Mile/Last Mile pilot program or require assistance in using the First Mile/Last Mile Toolkit housed on the MTA's web page to design their own First Mile/Last Mile programs that do not rely on driving and parking at commuter rail stations.
Assist in developing business cases and comparative evaluations for proposals and initiatives to foster and establish First Mile/Last Mile as well as Bicycle, Pedestrian, and Micro mobility initiatives and other options for station access and egress.
Research Best Practices of First Mile/Last Mile and other planning activities for continued process improvement.
Develop graphics, maps, and other visual materials supporting the Station Area Planning group within the Transit Oriented Development Department.
Review deliverables prepared internally and externally and provide timely and thoughtful feedback that improves the quality of deliverables.
Other responsibilities may include:
Use Geographic Information Systems (GIS) to analyze contexts and implications of transportation improvements.
Support and work with senior staff on key policy issues, such as the ridership impacts of policy changes.
Respond to data inquiries and requests from internal and external agencies as needed.
Represent MTA Planning on technical advisory committees of studies prepared by outside agencies.
Perform regional socioeconomic analyses, origin-destination analyses, and similar tasks.
Assist senior staff in the management of various Station Area Planning-related initiatives.
Excellent technical skills, including proficiency in MS Office, data analytics, visualization tools, and spatial analysis using ARC GIS or similar mapping tools.
Strong time and task management skills with the ability to manage multiple projects and deadlines.
Effective communication and strong written and presentation skills.
General knowledge of the MTA regional operating context, including MTA's Suburban Rail Territory (NYS).
The ability to work with senior-level staff and technical personnel on diverse issues and to interface with political and business representatives.
Education and Experience
Bachelor's degree from an accredited college in Urban Planning, Engineering, Public Administration, Earth or Environmental Sciences, Meteorology, Geography, Public Policy, Economics, Transportation, or a related field.
Minimum of three (3) years of satisfactory full-time professional experience.
Master's degree preferred.
Fluency with mobility and transportation sector.
Knowledge of methodologies for assessing access to transit and station area planning.
Experience with project planning and management.
Passion for improving New York's public transit system.
Familiarity with the MTA network and the MTA Capital Program.
Excellent communication and interpersonal skills.
Excellent organizational and presentation skills.
Demonstrated ability to work with all internal levels within a given organization.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Demonstrated analytical capabilities and quantitative skills.
Proficient with Strong Technical Know-How in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook, data analytics, visualization tools, and spatial analysis using GIS or similar mapping tools.
