Metropolitan St. Louis Sewer District is Hiring an Environmental Specialist Near Saint Louis, MO

Under direction, performs as a team leader to coordinate the review, evaluation and compliance with federal, state and local environmental regulations that impact the District and support the District's compliance activities. 
Essential Functions:

Regulatory Affairs:Coordinates the review and evaluation of federal, state and local environmental laws and regulations that impact the District; advises the District operating units on environmental requirements and coordinates with them to ensure District compliance with requirements; performs environmental compliance audits; develops and implements an Environmental Management System (EMS); oversees the daily activities and work product of the Regulatory Affairs section.
Storm Water: Works with various governmental jurisdictions in St. Louis County to coordinate compliance with Phase II permit conditions; oversees the collection and compilation of data relating to existing and planned storm water quality control projects; oversees and updates the Phase II Storm Water Management Plan; initiates studies to support enforcement of Phase II permit conditions; develops presentations to District staff, municipal officials and the general public concerning storm water quality issues; responsible for compliance with the public education and public participation minimum control measures; oversees the daily activities and work product of field investigative personnel for the implementation of the District's illicit discharge detection and elimination procedures;oversees the District’s stormwater BMP and detention basin inspection program; coordinates other stormwater asset management inspection work as assigned; assimilates and maintains data and schedules for annually reporting compliance with Phase II permit conditions.
Cost Recovery/Field Monitoring: Assign and coordinate industrial and other facility wastewater billing investigations; assign and coordinate the securing, updating and processing of information from industries relating to the volume and strength of wastewater discharges and determination of appropriate billing factors; coordinate the documentation and maintenance of discharge data. Oversee the daily operation of the District's hauled waste program; assign and coordinate the processing and approval/denial of special discharge applications.

Assign routine industrial monitoring using computer scheduling and routing techniques; schedule and coordinate special studies for evaluation of industrial waste discharges, sewage bypasses, wastewater and storm water quality and quantity, and NPDES compliance monitoring; instruct field crews in sampling techniques, instrument installation, maintenance of field equipment and proper safety procedures; maintain equipment maintenance and sampling records; enter and retrieve data from computer records and files; compile data and prepare reports.
Additional Responsibilities: Assists with special projects; performs related work as required or as delegated by supervisor.
