Metrocare is the largest provider of mental health, developmental disability and permanent supported housing services in Dallas County serving over 50,000 children, teens and adults annually. For over 55 years, Metrocare has provided a broad array of services from mental health care, primary care, services for veterans and their loved ones, accessible pharmacies, homeless outreach, and supportive social services. Metrocare provides specialty mental health services to over 10,000 children and teens and has numerous programs for babies, children and adults with disabilities, including Early Childhood Intervention, Flourishing Families, Nurturing Parenting, Supported Employment and two specialty autism clinics in Dallas and DeSoto. In conjunction with clinical care, Metrocare’s Altshuler Center for Education & Research is transforming the community mental health landscape of North Texas through workforce development focused on innovative partnerships and exceptional trauma-informed training.

Under the direct supervision of the Chief Strategy Officer, the Community Outreach and Public Affairs Coordinator will serve as a liaison to under-resourced communities and elected officials serving those communities in Dallas County. The Coordinator will foster strong referral relationships and education outreach in order to better serve the mental health and disability needs of Dallas and to reduce stigma surrounding mental health treatment, particularly with People of Color. The Community Outreach Coordinator will also develop and provide mental health education and outreach activities in English and in Spanish.

HOURS OF RESPONSIBILITY:

Typically, the schedule runs from Monday to Friday, 8 AM to 5 PM, with occasional evening shifts once or twice a week and weekend shifts a couple of times per month. Must be able to work flexible hours.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Maintains and grows collaborative networks with a targeted focus on under-resourced communities of Color.
  • Develops and oversees a public training program in coordination with Metrocare’s mental health clinical services. Works closely with the Care Coordination Manager and understands and works within the existing clinical partner referral process.
  • Creates and delivers presentations, video and written content to:
    • inform and educate faith-based leaders, community groups and leaders, counselors, and therapists about Metrocare’s clinical services and partnership opportunities, and to
    • teach the public self-help skills.
    • provide mental health and disability content to partners and their constituents.
  • Maintains documentation of outreach and public affairs activities, referral outcomes and data. Assists with developing, revising, and monitoring annual goals, objectives, and budget for the outreach programs that support the overall missions and objectives of Metrocare.
  • Supports the Chief Strategy Officer in developing and communicating the agency legislative agenda every biennium.
  • Produces the bi-annual Legislative Breakfast with the support of the Strategic Initiatives team.
  • Serves as Program Manager for the City of Dallas Office of Community Affairs Dallas Heals grant for as long as the grant is in effect.
  • Performs other duties as assigned.

QUALIFICATIONS

EDUCATION AND EXPERIENCE:

  • Master’s degree in education, nursing, social work , psychology or other clinical area, and a minimum of 2 years of Mental health clinical or ministry experience or licensed RN, LMSW, or LCSW.

Or

  • Equivalent combination of education and work experience
  • Required: Bilingual (Spanish).

DRIVING REQUIRED:Yes

MATHEMATICAL SKILLS:

  • Basic math skills required.
  • Ability to work with reports and numbers.
  • Ability to calculate moderately complex figures and amounts to accurately report activities and budgets.

REASONING ABILITY:

  • Ability to apply common sense understanding to carry out simple one or two-step instructions.
  • Ability to deal with standardized situations with only occasional or no variables.

COMPUTER SKILLS:

  • Use computer, printer, and software programs necessary for the position.
  • Ability to utilize the Internet for resources.
  • Microsoft Office proficiency required (MS Excel, MS Outlook, MS PowerPoint, MS Word, MS Teams)
  • Ability to use social media and learn new programs as needed: Based on utilization need in the community.

CERTIFICATIONS, LICENSES, REGISTRATIONS:

  • Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. If licensed in another state, must obtain a Texas Driver License within three (3) months of employment.
  • Liability insurance is required if an employee will operate a personal vehicle on Center property or for Center business. Must be insurable by Center’s liability carrier if employee operates a Center vehicle or drives personal car on Center business. Must have an acceptable driving record.
