General Summary:

The Plant Systems Engineer, under the direction of the Supervisor – Maintenance, provides maintenance and repair services along with engineering oversight for the hospital central utility plant as well as the plant for all Metro Health owned and leased facilities to ensure comfortable, efficient, continuous and compliant facility operation. The Plant Systems Engineer safely and efficiently operates and reliably maintains in compliance with all regulations and accreditations plant installations, utilities, systems and equipment, including but not limited to: steam boilers, emergency power generators, electrical distribution, refrigeration, plumbing, HVAC, and fire/life safety related equipment; and routinely interfaces with customers to gather information on equipment operations and work requests, and provide status updates and to ensure that customers are satisfied with services and completed tasks.

Requirements:

  • High school or vocational school diploma or GED.
  • Boiler Stationary Engineering License or equivalent through a recognized independent licensing entity, municipality or state/federal agency.
  • Valid Michigan driver’s license without restriction affecting performance of job responsibilities.
  • Minimum of five years of demonstrated ability in healthcare engineering and maintenance or food processing licensed facility engineering and maintenance, or ten years of demonstrated ability in commercial/industrial building maintenance or construction. Experience must include plant, powerhouse, boiler, or utilities system experience. Relevant technical school, technical college certificate or degree completion, or licensing in electrical, mechanical, or plumbing trades preferred. Will also consider Military Occupation Specialty (MOS) in mechanics or related field.
  • Valid EPA Section 608 Universal Technician Certification or have the required experience and knowledge and obtain certification within 1 Year of employment.
  • MECH Senior Health Care Mechanic Certification or have the required experience and knowledge and obtain certification within 30 Months of employment.
  • Advanced understanding and troubleshooting skills in energy management systems, HVAC/R systems, electrical supply and distribution including utility metering, fire alarm, hydronics, steam, potable water and sanitary sewer supply and distribution, and plumbing.
  • Able to read and comprehend at an advanced level of understanding construction drawings and specifications, owner and operator manuals, etc. Able to write and draw advanced level construction drawings and specifications.
  • Able to verbally communicate fluently with individuals at all levels inside and outside the organization. Able to effectively communicate, read and construct written communications in English.
  • Able to work independently, in support of other technicians, and as a team. Able to prioritize, schedule and effectively conduct work.
  • Able to successfully mentor and train others.
  • Able to effectively use a computer, tablet, and other technology devices to conduct research on internal and external resources, utilize the department computerized maintenance management system, communicate via email and text messaging, receive and schedule calendar appointments, receive electronic training and receive and respond to alerts from multiple building and equipment management systems, etc.
  • Advanced troubleshooting skills and experience.
  • Intermediate familiarity and understanding of plumbing fixtures and systems, heating and cooling equipment and systems, and general carpentry and painting.
  • Able to work independently with minimal or no supervision.

Essential Functions and Responsibilities:

  1. Utilize the department Computerized Maintenance Management System (CMMS) to both create and receive work requests, document time spent, parts used and ongoing status and completion information, etc. Creates new assets, revises equipment and location, develops and documents OEM preventative and repair procedures, etc.
  2. Utilize the department Building Automation System (BAS), Pneumatic Tube Transport System, as well as other automated equipment systems to view conditions, identify concerns, troubleshoot issues, respond to alarms, modify schedules, change values, and decommission as well as install replacement sensors, controllers and devices, etc. with appropriate coordination of the Automation Analyst.
  3. Accurately complete all required documentation including but not limited to the Infection Control Risk Assessment, Alternative Life Safety Measures, etc. for compliance with Metro Health policies and procedures and other authorities having jurisdiction including but not limited to Health Care Facilities Accreditation Program, Centers for Medicare and Medicaid Services, State of Michigan, City of Wyoming, etc. Review evidence books and identify missing or incorrect documentation and take appropriate corrective action. Review evidence books and documentation against Health Care Facilities Accreditation Program, Centers for Medicare and Medicaid Services, and other applicable standards and take appropriate corrective action to ensure evidence books meet current standards.
  4. Inspect both visually and through the use of technology the grounds, buildings and equipment to assess condition and operation, level of preventative maintenance, and detect conditions needing maintenance and repair; prepares documentation, reports and work requests from inspections. Conduct root cause analysis of failure and develop solutions. Develop scope, prepare specifications, and other detail necessary to complete work for approval.
  5. Complete preventative maintenance and corrective work orders including investigating the requirements and troubleshooting the problem(s) to determine the most effective solution. This includes prioritizing, scheduling, communicating, requesting non-stock parts and documenting time spent, parts used and ongoing status and completion information. Using appropriate hand, power and specialty tools and maintaining a clean, neat and compliant work area:
    • Responsible for reporting and compliance with all applicable permits, codes, zoning, environmental regulations, Original Equipment Manufacturer (OEM) operation and maintenance of all plant systems. Develop and conduct effective testing and preventative maintenance programs, and complete preventative maintenance and repair work on plant equipment and systems. Monitor, update and maintain written Central Utility Plant testing database, complete all required state testing for the hospital and offsite locations, determine set points and develop sequence of operations for all Central Utility Plant systems. Perform or review all daily assigned monitoring and testing duties and prepare appropriate documentation and response (adjustment/notification).
    • Oversee and monitor diesel fuel, propane, and natural gas levels, condition, transfers, storage, use, etc. Oversee, monitor and control potable water and sanitary sewer levels, condition, treatment, transfers, storage, use, permit compliance, etc. Maintain grease and oil traps. Control boiler feedwater, chilled water, heating hydronic water, etc. quality, taking steps to assure that required water management procedures are being followed.
    • Conduct commissioning and testing for all plant equipment and building systems as needed to ensure on-going operation consistent with design; as well as developing new methodology to adapt systems to the changing needs and technology of Metro Health. Take effective action to reduce the effect of equipment casualties.
    • Perform intermediate electrical maintenance, testing, repair, replacement and installation with familiarity of the Michigan Electric Code (adopted NEC)
    • Perform intermediate plumbing maintenance, testing, repair, replacement and new installation with familiarity of the Michigan Plumbing Code (adopted IPC) at the skill level of a plumber master.
    • Perform intermediate heating, ventilation, air conditioning, and refrigeration maintenance, testing, repair, replacement and installation with familiarity of the Michigan Mechanical Code (adopted IMC)
    • Perform finish painting and maintenance painting of various surfaces, structures and equipment
    • Perform intermediate carpentry work
    • Reconfigure, install, move, positions, and remount modular offices and equipment
    • Perform intermediate equipment repair
  6. Accompany, assist, and coordinate vendors and contractors providing services within or upon Metro Health facilities. With approval researches vendor/contractor capabilities, develops specifications, obtains and analyzes quotes, schedules work and coordinates contract services.
  7. Develop and implement in-house Stationary Boiler Operator training program to include hospital and all other Metro Health owned or operated locations to be approved by the Facilities Management Department Director.
    • Mentor and train all Facilities Management staff approved by the Facilities Management Department Director to the required competency necessary to receive a Stationary Boiler Operator License to enable all required staff to receive Stationary Boiler Operator License through current Metro Health selected licensing entity (the City of Grand Rapids as the City of Wyoming does not license boiler operators at the time of the drafting of this position description).
    • Certify participation, competency and hours to the Stationary Boiler Operator training program.
    • Mentor and teach other individuals to improve their technical skill and knowledge as well as process and procedural skill and knowledge.
    • Provide ‘first contact’ technical support and reviews quality of work-in-progress as well as completed work of staff performing work upon plant systems and provides feedback to staff as well as the Supervisor – Maintenance.
  8. Review and develop effective processes, procedures and policies. Assist in development and planning of mechanical-electrical-plumbing MEP building systems, EMS / BMS, life safety, utility systems, elevators, energy/utility, engineering capital projects & initiatives. Independently manage projects being conducted by both staff and contracted service providers including development of specifications and requests for proposals, review of proposals and submittals, and management of scope, schedule and budget. Attend, participate, and lead where appropriate plant planning and coordination meetings as directed across a wide spectrum of project assignments to include but not limited to potential new locations, offsite planning, plant downtime, equipment outages, etc. Responsible to coordinate with and lead where appropriate members of the Facilities Management team to effectively provide 24/7 operations to all plant systems and respond to emergencies with the necessary staff to safely support all operations as required.
  9. Monitor inventory and request both stock and non-stock parts, maintain parts rooms along with tool and equipment storage areas in a clean and organized manner. Works purchasing coordinator to select and establish quality, grade, PAR level, etc. of inventory.
  10. Transport self/others to worksite, load/unload/pickup/deliver department stock/materials/tools/equipment utilizing appropriate transport equipment including dollies, pallet jacks, hi-lo, motorized non-highway vehicles and motorized highway vehicles.
  11. Maintain regular and predictable attendance. Respond timely and report to work for call-in, call-back, and telephone and other electronic requests for information both on and off-shift as well as on and off-rotation. Attend mandatory meetings and training sessions whether they occur on/off-shift as well as on/off rotation. Work extended and flexible hours when required including evenings, nights, weekends and holidays to access restricted areas and respond to non-clinical emergency requests and department absence and call coverage.
  12. Performs other duties as assigned. These may include but are not limited to: Maintaining a current knowledge base of department processes, protocols and procedures, pursuing self-directed learning and continuing education opportunities, and participating on committees, task forces, and work groups as determined by management.
