Role Summary
MetaPhase Consulting is currently supporting the Transportation Security Administration (TSA) in its acquisition planning and strategy efforts. In support of this project, MPC is seeking an Federal Acquisition Project Manager with at least 8 years of experience to provide acquisition planning support services. The individual will be required to lead a team of consultants, create and deliver on recommendations to the TSA client, consult with subject matter experts and other stakeholders to gather information, develop documentation, coordinate reviews, perform market research, build IGCEs, and execute tasks in support of developing acquisition plans.
What You Will Be Doing
Lead successful contract execution including managing resources, reviewing and monitoring deliverables, and reporting on project status.
Foster and maintain strong trusted relationships with government clients to promote open communication and confirm exceptional delivery.
Manage cost, schedule, and performance over the life cycle of the project.
Effectively communicate project status, including risks and dependencies, to stakeholders.
Proactively engage with clients to identify challenges, recommend solutions, and manage expectations.
Foster a collaborative team environment and provide mentoring and guidance to all project team members.
Assist federal clients with end-to-end acquisition lifecycle management support.
Assist the development and maintenance of a comprehensive library of artifacts to advance projects through the acquisition lifecycle.
Provide support to develop acquisition packages, perform market research, and develop acquisition plans.
Collaborate with SMEs, contracting officer representatives, contractors, and other stakeholders.
What We Need From You (Required)
Minimum of eight or more years of federal acquisitions work experience, including at least 4 years serving in a Project Manager or Program Manager role.
Project Management Professional (PMP) Certification.
Comfort and proficiency in overseeing cost, schedule, and performance for a fast-paced, dynamic, high visibility project.
Demonstrated expertise in stakeholder engagement, proactive risk and issue management, and quality control.
Exceptional communication skills and experience building and maintaining strong collaborative teams.
Strong leadership, time management, conflict resolution, and organizational skills.
Demonstrated experience developing and updating key acquisition artifacts, e.g., AP, IGCE, and LCCE/CEBD.
Familiarity with the federal acquisition planning, review processes, and IT Acquisition Review process (ITAR).
Demonstrated experience working with inter-agency agreements (IAAs).
