Position Description
Position Summary
Direct the activities of the Department of Safety. Oversee the Department of Safety’s compliance with federal and state guidelines including Clery, Title IX and Campus SaVE (VAWA) Act; provide effective, accurate and timely reports. Provide supervision to the Department of Safety Leadership team; coordinate activities with other departments and outside agencies; responsible for the overall protection of life and property at Messiah University.
Education Required
Associate’s degree in law enforcement or security
Education Preferred
Bachelor’s degree in related field
Experience Required
3 years of supervisory and administrative experience; 5 years of law enforcement or security experience in a college or university environment; knowledge of higher education safety requirements including the Clery Act & Title IX. Must possess Act 235 (Lethal Weapons Training Class) certification; or must accomplish certification within 1 year.

Special Working Conditions
Must have the ability to mentally and physically perform essential job functions which require walking, prolonged standing, pushing, pulling, stooping, lifting (40lbs) and endure various weather conditions. Willingness to work different shifts, work weekends and holidays, some mandatory overtime required for special events; submit to Hepatitis B immunization or provide documentation of such. This position is essential; employees providing essential services must report to work as scheduled by their supervisor in the event of an emergency closing or delay. This position includes on-call rotation with occasional on-duty coverage on weekends.
Driving Requirements
This position requires the operation of a Messiah University owned or leased vehicle and the employee must possess and maintain a current driver’s license, meet the established criteria, and abide by all policies and procedures as presented in the College’s Fleet Vehicle Use Policy.

Primary Duties
1. Direct the effective operations of campus safety.
2. Actively partner with various University offices to coordinate and deliver training to ensure the Department of Safety, Student Success & Engagement, conduct board members, and community members are equipped to respond in ways that support victim safety and confidentiality, offender accountability, and reduction of violence on campus.
3. Supervise the Safety leadership team.
4. Perform duties as an institutional Title IX Deputy coordinator overseeing investigations into reports of sexual assault ensuring compliance with Title IX requirements. Assist in investigating other Title IX-related issues such as sexual harassment, sexual discrimination, and sexual misconduct.
5. Remain an active member of the institution’s compliance committee that oversees all institutional compliance requirements – specifically Title IX, Campus SaVE (Violence Against Women’s Act), and the Higher Ed Act.
6. Participate in the development and review of the University’s ASR and other compliance reports prior to publishing.
7. Respond to and resolve difficult and sensitive inquiries and complaints regarding the safety and security of personnel and property.
8. Serve as consultant specialist for the development of policies and procedures pertaining to safety and security.
9. Act as public relations representative and liaison between the University and governmental agencies, other colleges, the students and staff pertaining to crime stats and training.
10. Along with the Safety Leadership team, responsible for the Title IX investigations and follow-up of crimes on campus and ensure they are thorough and completed in a timely manner. Assist staff with subsequent investigations and follow-up.
11. Respond to campus emergencies on an on-call basis. During emergencies, assume operational control of incidents, assigning resources as appropriate to ensure safety of individuals and property.
12. Approve development, editing and revision of policies and materials related to campus safety, compliance and violence prevention.
13. Oversee the Department of Safety’s crime reporting communication, including the website and materials for distribution.
14. Responsible for the management of the department’s budget.
15. Maintain consistent and reliable attendance.
Secondary Duties
1. Participate on a variety of committees, attend meetings and participate in professional groups.
2. Maintain relevant records and analyze incident data, recommending corrective and/or procedures.
3. Other duties as assigned by the Vice President of Operations.
