Mental Health Office is Hiring a Health Information Management Administrator 1, Central Office; Near Utica, NY

Candidates must be reachable for appointment on the current Civil Service eligible list for the title;
OR
Transfer:
Candidates must have one year of permanent competitive or 55-b/c service as a Health Information Management Technician 2, Grade 15, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service a title approved for transfer;
OR
Temporary Appointment:
Health Information Management Administrator 1 is a continuous recruitment examination. Candidates who are not on the eligible list may apply for this position and if appointed, will receive a temporary appointment. Candidates not on the eligible list must apply for this examination with the Department of Civil Service.
To qualify:
Candidates must be a qualified employee of New York State AND be certified by the American Health Information Management Association as a Registered Health Information Administrator (RHIA);
AND
Candidates must have two years of full-time professional (post RHIA) health information management experience*.
Candidates appointed temporary must receive a score that is reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not receive a reachable score may not be retained.
  • Professional health information management experience must include: reviewing medical records with physicians, coding and indexing diseases and operative procedures, compiling statistics required for hospital service analysis, and responsibility for all technical aspects of the implementation of a facility health information management program.
Duties Description
Under the general direction of the Health Information Management Administrator 3, the Health Information Management Administrator 1 duties will include, but are not limited to, the following:
  • Provide end user support and training for electronic health records;
  • Create training material for various applications;
  • Assist with performing pre and post implementation review and assessments;
  • Provide direction and guidance for requests for information to ensure HIPAA Laws and Mental Health Laws are followed;
  • Assist Health Information Management Administrator 3 in providing technical guidance for Health Information Management practices and standards to include ensuring CEU presentations;
  • Ensure archive record storage facilities have adequate room and an appropriate environment according to maintenance policy;
  • Digitize medical records per retention policy and office protocols;
  • Review and audit existing digitized paper and microfilm records to ensure integrity of the records and follow retention policy for storage;
  • Assist in scheduling transport of documents to NYS Archives and NYS Record Center for northern region facilities.
