POSITION TITLE: Clinical Director of Outpatient and Addiction Services

FLSA CLASSIFICATION: Exempt

REPORTS TO: COO

POSITIONS SUPERVISED: Staff Therapists and Substance Counselors

POSITION OVERVIEW: The Clinical Director will be responsible for the daily functioning of outpatient services for MHA; including recruitment and supervision of clinical staff. Provide therapy services with individuals and groups to promote optimum mental heath and recovery from mental illness. Work with other Agency Departments to ensure collaboration. Serves as a positive representative of MHA in the community. Maintains the philosophy and practice of designing services to meet the immediate needs of the consumer. 

ESSENTIAL POSITION RESPONSIBILITIES:

  1. Leads a staff of employees. Motivates, coaches, and supports employees toward maximizing their performance and productivity.
  1. Plans and implements the orientation and training of employees per program guidelines.
  1. Handles personnel matters effectively and consistently with existing policies, including interviewing, hiring, disciplining, terminating and completing annual evaluations for employees. Provides appropriate documentation.
  1. Ensures timely and appropriate documentation and billing of services in the manner required by payers.
  1. Provides Clinical supervision to staff not independently licensed. Ensure compliance with BSRB regulation for service provision, ethics and professional development.
  1. Works with Senior Director/Billing Manager/Clinical Coordinator to ensure effective and efficient front office processes.
  1. Provides oversight to the Counseling Center program and staff, ensuring appropriate accreditation and licensing standards are met. 
  1. Ensures services are provided in compliance with insurance regulations and approved practices for mental health treatment.
  1. Works with Senior Director and Agency depts. and develop strategies to maximize MHA participation with reimbursement systems in a manner that achieves maximum care benefits at most affordable cost levels.
  1. Identify and establish contacts as well as meet with potential referral sources. Present information regarding MHASCK in a manner favorable to the mission and philosophy of the program.
  1. Ensures compliance with payer systems, including utilization review functions.
  1. Completes quality assurance and utilization review measures including peer reviews, CQI, annual and strategic planning, etc.
  1. Manages operational expenses within an approved budget. Prepares and processes necessary program reports.
  1. Provides therapy services to clients and patients, individually and in group sessions. Provides clinical assessments, formulates diagnoses, develops treatment plans, provides ongoing assessments and referrals to ensure client needs are met, initiates discharge planning.
  1. Maintains appropriate client records, maintains confidentiality of records.
  1. Collects documented outcomes, tracking efficiency, effectiveness, satisfaction and access indicators.
  1. Participates as a CARF team member and assures service delivery in conjunction with CARF guidelines.
  1. Become familiar with and proficient in various substance abuse and treatment resources for the purpose of being able to obtain, compile and present aggregate information/data requested from Administration.
  1. Prepares/submits reports and approves timesheets, purchase requests, expense reports, and case file information as necessary for charts, and agency operations.

OTHER POSITION REQUIREMENTS:

1. Maintains acceptable overall attendance record, to include department staff meetings, agency meetings, and trainings as required. Ensures appropriate notification to supervisor for absences and ensures that work is covered. Flexible in work schedule when needed.

2. Exhibits appropriate level of technical knowledge for the position.

3. Produces quantity of work necessary to meet job requirements.

4. Works well with a team, keeps others informed of information needed. Treats others with respect, maintaining a spirit of cooperation.

5. Maintains effective and professional verbal and written interactions with peers, customers, supervisors and other staff. Uses diplomacy and tact in dealing with difficult situations or people. Demonstrates effective listening skills. Is receptive to constructive feedback.

6. Demonstrates the ability and willingness to handle new assignments, changes in procedures and business requirements. Identifies what needs to be done and takes appropriate action.

7. Completes assigned work, meets deadlines without reminders/follow-up from supervisor or others.

8. Performs work conscientiously with a high degree of accuracy.

POSITION REQUIREMENTS: The Clinical Director must have a Master’s degree (or above) and possess independent licensure in their respective field of study and with a minimum of two years’ experience providing therapeutic services post license. Must be eligible for approval of 3rd party payer systems and apply for a variety of insurance panels. The Clinical Director is expected to have previous supervisory experience, possess excellent verbal and written communication skills and be highly detail oriented. The position requires skills in data entry, database maintenance, and computer skills. Computer experience required, including database management. Must have knowledge of principles, methods, and procedures for diagnosis, treatment, and rehabilitation of physical and mental dysfunctions. A valid Kansas driver’s license and access to personal vehicle required.

* Bending/stooping

* Driving for purpose of community mobility
