Melwood Horticultural Training Center Inc. is Hiring a CONTRACT MANAGER Near Upper Marlboro, MD

The Contract Manager Specialist position is located in Upper Marlboro, MD, and is a full-time position offering a competitive salary and a comprehensive benefits package.

The core working hours are 8:30 am to 5:00 pm, Monday through Friday.

The opportunity is an exempt position. Employees are not eligible for overtime pay for any hours worked over 40 in a standard workweek, should it be necessary.

Salary range: $80,000 - $90,000/yr

The Contract Manager Specialist advances the mission of Melwood as an integral team member of the Contracts and Procurement department. The purpose of this position is to administer contracts and subcontracts held by Melwood, from solicitation to closeout, ensuring compliance and cohesiveness in departmental operations and the work product.

INTRODUCTION

The Contract Manager Specialist advances the mission of Melwood as an integral team member of the Contracts and Procurement department. The purpose of this position is to administer contracts and subcontracts held by Melwood, from solicitation to closeout, ensuring compliance and cohesiveness in departmental operations and the work product. The primary function of the Contract Manager is to develop proposals, prepare, evaluate, negotiate, award, and administer assigned contracts and subcontracts, and coordinate with Melwood customers, subcontractors, vendors, and other departments which are interrelated with the Contracts Administration function.

 KEY RESPONSIBILITIES

*1. Administer various types of contracts and subcontracts, including Firm Fixed Price, Time and Material (T&M), Indefinite Delivery Indefinite Quantity (IDIQ), Master Service Agreements (MSA), and Task Orders from solicitation to closeout, including the management of contract modifications and routine tracking and correspondence under the FAR, other government statutes, negotiated contract terms and conditions, and company policy and procedures.

*2. As a Contracts and Procurement team member, work together to ensure a seamless exchange of information, proactively working toward quality contract performance / financial success and achieving Melwood goals and objectives.

*3. Administer contractual activity to include contracts, modifications, MSAs, BPAs, POs, SOWs, TOs, IDIQ, Extra Work, etc. For successful and effective contract management, develop and manage systematic tracking of necessary items, i.e., pricing, invoicing, administration, and contract deliverables.

*4. Maintain current and accurate Contract Status reports and other tracking tools for contracts/subcontracts to assist in effective operations management.

*5. Prepare proposals, including SourceAmerica pricing packages, for contracts and subcontracts (new and follow-on). Coordinate input from operational staff to ensure all portions of the proposals are completed accurately, timely, and adequately formatted. Articulate and write sound Basis of Cost documents to facilitate successful negotiations.

*6. In coordination with Program Managers, Operations Managers, and Finance, monitor performance against the cost allocation and contract requirements to anticipate changes in contract funding or scope of work, including requests for equitable adjustment.

*7. Provide sound advice and guidance regarding contract requirements.

*8. Develop solicitations for subcontracts, evaluate proposals, perform cost or price analyses, perform due diligence for source selections, negotiate, award, and manage subcontract agreements and modifications with applicable flow-down requirements, according to FAR and company policies.

*9. Maintain contract management tracking for assigned contracts and subcontracts. Monitor all contracts and subcontracts currently set and offer assistance when appropriate to preclude delays or deficiencies in service delivery. Maintains necessary agreement and subcontract electronic and hard-copy records in an up-to-date and organized manner under standard operating procedures.

*10. Provide all relevant information to the appropriate operational staff for implementing and monitoring each contract, ensuring smooth handoff from award to contract execution. Ensure all active managers know the information exchange required to/from them.

*11. Ensure processing of accurate and timely invoices for payments in compliance with contract terms. The Contract Management Specialist ensures properly authorized payments to vendors and subcontractors.

*12. Review and analyze monthly Accounts Receivable records, with input and coordination from finance and operational staff, and work with the customers to ensure payments are received promptly. Recommend actions to obtain payments and correct variances or inaccuracies.

*13. Other duties as assigned.

QUALIFICATIONS

  • Bachelor's degree in Business or a related field
  • Seven (7) years of progressively independent Contracts Administration experience, with an emphasis on federal government contracting
  • CPCM, CFCM, or other relevant certification preferred
  • Proficient Microsoft Office skills (Word, Excel, PowerPoint)
  • Effective oral and written communication, customer service, time management, and problem-solving skills.
