The hourly rate advertised represents Step 1 on the pay table. Additional steps may be available depending on qualifications - - -Under general supervision, performs daily work assignments for the Community Affairs Division of the Community Services Department in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.Recruitment Qualifications

Required :

  • Associates Degree in Business Administration, Marketing, Communications, or a related field;
  • Two (2) years experience in the field of public relations, managing community programs, communications or other relevant experience;
  • Valid NM driver's license or ability to obtain within sixty (60) days of employment, with a driving record acceptable to the City of Alamogordo; or
  • Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities may be considered.

Desired :

  • Bachelor's Degree (BS / BA) from an accredited four (4) year college or university in communications, journalism, government, business, public administration, general management, or another related discipline :
  • Experience with Adobe Creative Suite?, photography, and video editing.; and
  • Bi-lingual skills.Essential Duties
  • Provides complex, responsible, confidential, and administrative support in the overall administration of City communications and marketing and public relations;
  • Serves as the contact for information needs for the City, including serving as a City spokesperson to relay public information via Public Service Announcements (PSAs);
  • Maintains the City website in cooperation with the current City IT contractor, including the management of its design and content;

Assists with community awareness programs; promotes community awareness through established programs and organizations, etc.

  • oversees internal and contractually provided services in relation to civic outreach, special events, and city / community-based projects;
  • Creates new campaigns to promote the activities of other City departments;Prepares fact sheets, brochures, and other special information resources;
  • Research, write, design, maintain, and edit copy for speeches, newsletters, press releases, exhibits, promotional materials, informational brochures, and web pages;
  • design or identify and incorporate original graphics and photographs in such materials to educate and provide information on services;
  • Takes photographs and / or records videos for promotional purposes;Maintains an inventory of marketing materials such as postcards and other items;
  • Partner with cross-functional teams to create and edit content, write copy for ads, briefs, emails, presentations, press releases, and marketing materials, and create other content;
  • Contribute ideas and concepts for marketing programs designed to promote and grow Alamogordo;Work effectively with internal and external stakeholders to promote programs that are impactful to the community;
  • Assist in branding programs and messaging for different personas;Assists and trains website liaisons of other City departments related to maintaining and / or updating their respective home pages;
  • Acts as liaison with business and community groups;Oversees internal and contractually provided services in relation to civic outreach, special events, and city community-based projects;
  • Creates new campaigns to promote the activities of other City departments;Monitor projects and campaigns to optimize performance based on industry best practices;
  • Produce, analyze, and maintain metrics reports on marketing, visiting effectiveness, and business impact;Performs as a responsible steward of the public trust and strives for excellence in public service, enhancing the quality of life for all;
  • Presents a professional, friendly, courteous image of the city to the public and public officials;Interprets, communicates, and applies rules, procedures, and policies;
  • answers questions where judgment, knowledge, and interpretation of City policies, procedures, and regulations are necessary;
  • Composes and prepares confidential correspondence, reports, and other complex documents; maintains accurate and detailed records and logs;
  • Responsible for representing the City of Alamogordo's identity, what it does, who it is, the quality of services, reputation, and trustworthiness through the marketing concept of branding;
  • Responds to requests for information and coordinates its dissemination to the media, community groups, and the public or designates another information source;
  • facilitates the accurate coverage of issues by the media developing public relations and public information delivery strategies;
  • prepares script and represents the City;Creating, editing, and managing all social media content following all established policies and guidelines set by the City;

Act as a point of contact and develop information programs alerting the public in advance of capital improvement projects, including street, drainage, sewer, and water projects, etc.

Duties may be performed outside of normal business hours, including evenings and weekends;Must obtain and maintain required license(s);

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of :

  • Federal, state, and city regulations related to the function of the division;City organization, operations, policies, and procedures;

Principles and practices of effective customer service;Emergency action procedures; andMicrosoft Office Suiteâ and Adobe Creative Suiteâ software.

  • Skills / Ability to : Demonstrate proficiency in both oral and written communication; understand and follow instructions;
  • Create City website content, design logos, and create / design marketing materials;Draft and post content to City social media accounts, including Facebook and LinkedIn;
  • Locate, research, and pursue opportunities for City campaigns and community events;Use initiative and independent judgment within established procedural guidelines;
  • Maintain a high level of confidentiality and discretion;Exhibit a professional demeanor that portrays the City in a positive manner at all times;
  • Work independently and as a team member, maintaining composure and working effectively in a high-pressure environment with changing priorities;
  • Coordinate a variety of administrative functions;Work overtime as needed and maintain an acceptable attendance history;Drive to various functions and report for duty in case of emergencies;

Assess and prioritize multiple tasks, projects, and demands; andEstablish and maintain effective working relationships with co-workers, the general public, elected officials, special interest groups, advocates, and representatives from other regional, state, and other agencies.Work Environment

Most work is performed in an office environment;On occasion, work will be performed outdoors and may be subject to inclement weather;

Lift and / or move items weighing up to fifty (50) pounds; lifting any object greater than fifty (50) pounds by a single individual is prohibited.

Lifting objects, materials, or equipment weighing more than fifty (50) pounds requires the buddy system or the use of devices designed to assist with lifting or moving.

Proper lifting techniques shall be used when lifting items of any weight;Considerable flexibility to structure daily activities between sitting, standing, and walking;

Frequent use of multi-line telephone, personal computer, and calculator; and

Some travel to and from meetings and work outside of normal business hours is required.

PAYPay range is based on position.

INSURANCE BENEFITS

Medical and Dental coverage are paid 60% by the employer and 40% by the employee.A $50,000 life insurance policy is provided at no cost to the employee.

457 Deferred Compensation Plan is available voluntarily, with all contributions being made by the employee.RETIREMENTThe City of Alamogordo participates in the New Mexico Public Employees Retirement Association (PERA).

The following information pertains to a member of the PERA plan on or after July 1, 2013 (Tier 2) :

PTO is available for use after the introductory period is successfully completed.

PTO cash-out options based on accrued balance.
