Duties and Responsibilities

Provide Strategic Planning and Change Management support to the Clinical Support Services Integration (CSSI), so they can effectively manage clinical support services remains a medical care and operational necessity. The Clinical Support Services (CSSs) enables the Military Health System to support safe, consistent, and comprehensive health care as well as support the readiness mission.

Responsibilities:

  • Conduct assessment to determine what capabilities (resources, staffing, training, etc.) exist to support the CSSs, and identify any critical gaps to ensure services are accessible and effective across the enterprise.
  • Create and execute long term programmatic strategy to deliver comprehensive and high-quality care to ADSMs that aligns with the DHA goals and strategic plans.
  • Support development of policy, guidance documents, and standard operating procedures (SOPs) related to the CSSs to ensure a consistent standard of care and reduce unwarranted variation in alignment with high reliability principles.
  • Build a digital platform to collect feedback and gather quantifiable data metrics to understand program impact and utilization.
  • Identify metrics that better quantify the CSSs impact on effective care and readiness, and conduct ad-hoc analyses as needed (e.g. program evaluations, direct care/purchased care prescribing and service utilization) using appropriate statistical analysis software.
  • Leverage insights and readiness dashboard to better understand disparities in services and access to care amongst MHS beneficiaries.
  • Utilize outputs from CSS Administrative Service data and clinical tools to inform current analyses and better understand impacts to the MHS population.
  • Maintain performance management tools to ensure DHA leadership understands the CSS target populations and continues to analyze the impact of access to effective CSS services on overall health and deployability, for both men’s and women’s health issues.
  • Reduce the risks associated with insufficient or unsupported approaches to CSS implementation. Develop a CSS usage dashboard to track implementation and practices amongst providers, as well as provide insights into outcomes in MHS beneficiaries.
  • Augment current provider education efforts by developing where necessary and integrating already available CSS-related curricula into provider and beneficiary education and training pipelines.
  • Assess patient experience of ADSMs, family members, retirees to potentially identify interventions to improve the provision of services and to inform future program investments and initiatives.
Job Requirements

Qualifications

  • Bachelor's degree (B. A.) from four-year college or university.
  • At least five years of experience.
  • Experience with large scale transformation, preferably in the healthcare field.
  • Must be able to run project update meetings with a variety of audiences.
  • Must have excellent client relationship management skills and operate in complex environments.
  • Must be able to manage multiple responsibilities and possess agility to respond to ad hoc requests.
  • Must possess leadership qualities and skills that motivate project team members to drive the project to a successful conclusion.
  • Must be proficient in Microsoft tools including, but not limited to, Microsoft Office, and MS365.

The physical demands described herein are representative of those which may need to be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an office environment.

If required, employees must be able to operate a motor vehicle which may require sitting for prolonged periods of time to visit other company sites. Must have hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas may be required. This position may require an employee to bend, stoop, kneel, crouch, crawl, climb or balance, reach, push, and pull. The employee may also be required to lift and/or move up to 20 pounds.
