DoD Financial Analysis: Senior Level

We are looking for an experienced, highly motivated, and customer-oriented Financial Analyst with a strong background in data analytics to support our budget and accounting team and fulfill the Customer’s mission. Someone who can provide insightful data strategies to help empower our colleagues and partners to make crucial business decisions.

About the Role:

  • Experience leading financial teams and accounting programs. 
  • Communication skills to effectively brief and apprise senior-level officials regarding the status of financial conditions and senior-level initiatives (Spend Plan Requirements, Financial Profiles, Projections, Analysis, Civilian Personnel, Contract Execution, Unliquidated Obligations (ULOs), Contract Closeout, IDOCs, etc.) 
  • Knowledge of various DOD appropriations for the Military Health Systems to include Defense Health Program, O&M, RDT&E, and Procurement.
  • Demonstrated knowledge of various financial or external feeder systems (SAP, GFEBS, GCSS-Army, FCM, IPAC, MOCAS, DTS, AXOL, ATAAPS, DMLSS, Power-track, DCAS, WAWF, EDA, DAI, etc.) 
  • Demonstrated knowledge of Federal Acquisition Regulations (FAR) and Department of Defense Financial Management Regulations (DODFMR) 
  • Relevant professional experience with proven experience managing appropriated funds and programs within the Defense Health Program (DHP).
  • Analyze financial information (such as cash management expenditures٫ and revenues) making sure the company's financial operations do not exceed budget limits.
  • Experience with gathering a wide variety of data from primary and secondary financial sources through diverse channels using a combination of methods to generate reports and to enable data-driven decisions by leaders at all levels within the Military Health System. 
  • Compare estimated financial results with the actual ones at the end of each reporting period and analyze the differences.
  • Make sure directorates meet their budget submission deadlines.
  • Present yearly budget results to senior leaders and top managers.
  • Make forecasts about budget needs for future accounting periods.
  • Provide financial management training, mentorship, and leadership oversight to the contract and GS personnel as needed.
  • Willingness to perform additional ad hoc duties within area of practice to help drive our Vision, fulfill our Mission, and abide by our Organization's Values. 

The Ideal Candidate: 

  • Have no less than eight (8) yhears of experience in federal financial management, management analysis, and decision support working as a Financial Management Analyst in budget programming, budget formulation, budget execution, data and management analysis, and decision support.
  • Sound knowledge of federal regulations in the accounting and budgeting arena.
  • Financial management experience within the DoD, DHA Preferred.
  • Demonstrated GFEBS experience.
  • Experience leading teams in a resource management organization.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Possess critical thinking skills to successfully create financial forecasts and make proper decisions about the budgets.
  • Advanced Microsoft Excel and excellent Microsoft PowerPoint Skills.
  • Must be able to work independently and prioritize work effectively, as well as to function as an effective team member in a local and virtual team development environment.
