The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.

The Strategic Systems Analysis Group (SSAG) supports government and private sector strategic planning, decision making, and program management. SSAG integrates deep client knowledge, advanced analytics, and subject matter expertise to provide timely and objective technical, operational, programmatic, acquisition, and policy analysis. SSAG is hiring for a Program Manager.

Responsibilities

The Program Manager will lead the Program and Systems Engineering Support Team for the Sea-Launched Cruise Missile Nuclear (SLCM-N) program in support of Navy Strategic Systems Programs.

    Lead and oversee multiple task areas simultaneously with minimal oversight including project time, cost, and client relationships.
  • Work closely with clients, understand their priorities, and translate those into tasks for assignment to staff.
  • Assign tasks and review work of task leads for quality and consistency.
  • Generate required CDRLs - Manage Contract Requirements to ensure all required deliverables are provided on time, with high quality, and meet client requirments.
  • Manage Contract issues, communicating directly with SPA Contracts, client Contract Officer Representatives, and Client leadership to ensure appropriate CLINs, task orders are executed, funding obligated, and execution plans meet contract requirements.
  • Provide task prioritization and guidance to staff and manage personnel task assignments to ensure proper contract execution and alignment of tasks to client needs and allocated budgets.
  • Supervise the development and execution of project plans; provide guidance to project leads on best practices to lead large and small projects.
  • Manage quality control plans and employ various quality concepts depending upon the complexity of the project or product.
  • Assess employee strengths and weaknesses and identify tasking and professional training to grow the former while minimizing the latter.
  • Lead the Perforamnce Review and Individual Development Plan process as directed by Group Leader.
  • Shape current and future tasks for staff.
  • Identify, resolve, or bring to Group Leader attention any staffing, personnel or other issues.
  • Support Group Leader on administrative data calls and corporate updates as required.
Qualifications

Required Qualifications:

  • Bachelor's degree and U.S. Citizenship with DoD Security Clearance or ability to obtain and maintain clearance while employed.
  • At least 10 years of relevant professional experience with at least 5 years experience supporting DoD acquisition programs.
  • Experience with DOD 5000 Major Defense Acquisition Programs (MDAPs).
  • Experience with contract management, budget tracking and analysis, and direct customer interaction.
  • Experience with developing and managing program and project plans, budgets, and schedules.
  • Experience with leading large complex teams to deliver integrated products.
  • Excellent communications skills including demonstrated ability to brief clients including executive level briefings.
  • Demonstrated initiative and critical thinking.
  • Bachelor's Degree.

Desired Qualifications:

  • Current Secret DoD Security Clearance.
  • Experience in developing and managing SSP Systems Engineering Technical Reviews.
  • Experience in DoD risk management processes.
  • Experience managing software development, modeling and simulation projects, or Model-Based Systems Engineering projects.
  • Master's Degree.
