Job Summary 

Flaggers are responsible for public safety and for temporary traffic control. Because flaggers have frequent contact with traffic, they should demonstrate the following abilities:

  • Receive and communicate specific instructions clearly, firmly, and courteously
  • Move and maneuver quickly to avoid danger from errant vehicles
  • Control signaling devices, such as paddles and flags, to provide clear and positive guidance to drivers approaching a temporary traffic control zone in frequently changing situations
  • Use proper flagging methodology and operations
  • Properly use the STOP/SLOW paddle and hand signals before being assigned as a flagger
  • Understand the layout of the work zone and flagging station
  • Understand and apply safe traffic-control practices, sometimes in stressful or emergency situations
  • Hear, see, and recognize dangerous traffic situations and warn workers in sufficient time to avoid injury

Flagger Skills and Qualifications

If you can stand for long periods of time and have excellent communication skills and a mind for safety, then you could make a good flagger. Maxsim prefers candidates who display the following skills:

  • Physical fitness â€“ in addition to standing for long periods, flaggers must be able to carry and lift equipment as needed
  • Mechanical skills â€“ flaggers must know how to use electronic safety and traffic control devices
  • Communication skills â€“ when providing directions and safety instructions, verbal communication skills are critical. Familiarity with nonverbal communication methods such as hand signals, signs, and other devices is equally important
  • Organization skills â€“ setting up cones and maintaining traffic patterns around construction sites requires that flaggers possess strong organization skills
  • Interpersonal skills â€“ the ability to greet drivers and pedestrians with a friendly, outgoing manner and to interact with a diverse population is essential
  • Self-motivation â€“ flaggers should be able to conduct traffic control with little to no supervision during the course of the day
  • Availability to Work: Availability Monday-Friday. Special shift requirements, if any, will vary depending on a location's hiring needs. If applicable, availability week-ends may be a requirement.

Duties and Responsibilities:

  • Discuss traffic routing plans, type, and location of control points with supervisor.
  • Daily attendance.
  • Follow all policies and procedures and meet all performance goals.
  • Distribute traffic control signs and markers along site in designated pattern.
  • Direct movement of traffic through site, using sign, hand, and flag signals.
  • Warn construction workers when approaching vehicle fails to heed signals to prevent accident and injury to workers.
  • Inform drivers of detour routes through construction sites.
  • Record license number of traffic control violators for police.
  • Give hand marker to last driver in line up of one-way traffic for Flagger at opposite end of site, signaling clearance for reverse flow of traffic.
  • Observe safety and security procedures; determine appropriate action beyond guidelines; report potentially unsafe conditions; use equipment and materials properly.
  • Performs traffic control duties and maintains roads in accordance with all safety regulations and procedures.
  • Work is performed outdoors at construction sites, maintenance facilities and outside environments with exposure to inclement weather.
  • Moderate physical demands: strength sufficient to lift and move items weighing up to fifty (50) pounds; may be exposed to safety hazards and dangerous tools and equipment.
  • Performs traffic control and flagging activities as needed; follows safety rules and regulations on all work zone and flagging sites, including placing signs, barricades, traffic cones and other warning devices; duties may vary according to job assignment.
  • Operates pickups and flatbed trucks (not requiring a commercial driver’s license), and miscellaneous hand tools in accordance with all safety regulations and procedures; conducts routine equipment maintenance and daily equipment inspections according to County standards.
  • Does facility housekeeping and maintenance.
  • Prepares reports and maintains records.
  • Responds to emergencies as directed and performs tasks in the interest of public safety and property protection during emergencies.
  • Other duties may be assigned.
  • Using hand signals and direction signs to direct traffic around road construction sites.
  • Communicating with other flaggers using hand-held radios to direct two-way traffic onto a single lane.
  • Informing the construction crew of any traffic issues that may affect their safety.
  • Appropriately positioning warning and detour signs around construction sites.
  • Setting up barricades and traffic cones along construction sites to cordon off certain areas.
  • Removing all signs, barricades, and traffic cones upon completion of construction work.
  • Assisting the construction crew in the removal of rubble, debris, and hazardous materials.
  • Recording the license plate numbers of motorists who neglect to obey traffic signs and directions.

Essential Qualifications:

  • High School Diploma/GED and 1 year of related experience/training
  • 18 years of age or older
  • Reliable transportation
  • Must pass background check
  • Able to read and comprehend instructions, short correspondence, and memos
  • Valid Driver’s License (Must provide to obtain/provide driving record from DMV)
  • Sound knowledge of state traffic regulations.
  • The ability to stand for extended periods.
  • The ability to work as part of a team.
  • The ability to work in harsh weather conditions.
  • Excellent organizational and problem-solving skills.
  • Exceptional observation skills.
  • Effective communication skills.

Desired Qualifications:

  • Flagger Certification preferred but not required.
  • Willing to work overtime and in all types of weather conditions
  • Dependable and able to commit to long hours of work when necessary

Physical Demands:

oWhile performing the duties of this Job, the employee is regularly required to stand; walk; reach with hands and arms and talk or hear. The employee is frequently required to stoop, kneel, crouch, or crawl. The employee is occasionally required to sit and climb or balance. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Work Environment:

oWhile performing the duties of this Job, the employee is regularly exposed to moving mechanical parts; possibly high, precarious places and outside weather conditions. The employee is frequently exposed to fumes or airborne particles and vibration. The noise level in the work environment is usually loud.
