We are looking to build a long-term relationship with all our workers.Job DescriptionThe State of Illinois currently has an extensive applications portfolio with systems spanning multiple State agencies and systems aging over 35 years. Many of these systems are duplicative, reside in aging technologies, may not be value-adding, and may not be aligned with the business mission of the State of Illinois. In order to improve support for State operations, reduce overall costs, improve efficiency and improve security, it is imperative to assess the state, risk and technical viability of the State’s application portfolio, including how well it meets business needs, and determine the options for remediation.The goal of the State of Illinois is to obtain a Vendor to provide professional services to perform an enterprise-wide application rationalization on an application portfolio containing over 2,500 applications spanning 50 State entities. The Vendor will assess the state of the applications using a mutually agreed upon methodology and approach, analyze the enterprise application portfolio, meet with business and information technology subject matter experts to identify the relevance of an application to the business capability, the business value, risks, identify rationalization opportunities, identify dispositions, develop detailed business cases, develop rationalization roadmaps and timelines for implementation of rationalization recommendations.This project is expected to be 3-5 years in duration. QualificationsThere are several roles that will be needed for this project:Functional Architect: Maintain focus on the high level/conceptual vision of the product and its function and features throughout the project to ensure the design/solution ties to business requirements and goals. Project Coordinator: Develop work plans, schedules, project estimates, resource plans, and maintain and communicate status reports for high profile enterprise IT projects. Provide business analysis support and subject matter and project management expertise. Requires a Bachelor’s degree, preferably in a technology-related discipline, and three years of project life-cycle methodology and technology project management experience.Project Manager: Provide overall project management as per PMI guidelines; including resource projections, budget management, formulate project delivery strategies, establish milestones/schedules, report on project status, and monitor progress of all team members. Requires a Bachelor’s degree in MIS, IT, or similar discipline; Project Management Professional (PMP) certification; expert-level experience with MS Project, MS Office, and CA Clarity PPM; and five years of professional project management experience. Portfolio Manager: Similar to a project manager, however, operating at the Enterprise project & portfolio level. Has a thorough understanding of the risks, benefits and performance of the entire portfolio of applications.Business Analyst / System Analyst: Perform business requirements analysis, workflow analysis, and work with users to write functional specifications. Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into specific details, abstract up from low-level information to general understanding, and distinguish between user requests from true business needs. Act as the liaison between the user and the technical team and provide support throughout the development life cycle. Deliver such artifacts as functional requirements, business requirements, use cases. Security Analyst: Focus on design, implementation, and administration of IT security policies, technologies, solutions, and processes to secure applications, data, computers, and networks. Has experience working in a Security Network Engineering or Network Engineering role.Technical Architect: Design and build custom elements of solutions and work with a team to deliver the complete solution to the customer. Provide technical direction and guidance, thought leadership, development oversight, and support successful project delivery. Requires a thorough understanding of inter-relationships and impacts of systems and applications upon the enterprise-wide technical environments; has experience architecting high traffic, high scalability, high availability applications. Technical Writer: Produce technical documentation of standard business processes and procedures. Translate complex data into user-friendly text for print and electronic publications.
