Matanuska-Susitna Borough is Hiring a Professional Land Surveyor Near Palmer, AK

This position performs a variety of professional surveying and mapping duties and is responsible for conducting precise measurements and providing accurate data related to land boundaries, topography, and Borough construction projects. This role requires a deep understanding of land surveying principles, modern surveying technology, and a commitment to delivering quality results.

Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

R1 - DOE

Bachelor’s degree in Land Surveying, Geomatics, or a related field.

Licensure as a Professional Land Surveyor in the State of Alaska. Licensure in another state with commitment to obtain Alaska licensure within 6 months of employment may be considered.

Minimum of one (1) year experience as a licensed surveyor with proven experience in land surveying that demonstrates a strong understanding of survey principles and techniques, and proficiency using surveying instruments and software.

Possession of or ability to readily obtain a valid driver’s license issued by the State of Alaska for the type of vehicle or equipment operated.

Working knowledge and skill to efficiently use AutoCAD Civil 3D.

Demonstrate experience by providing field note and drawing samples.

Must successfully pass a pre-employment drug screen and post-offer employment physical.

Must successfully complete the required Incident Command System (ICS) courses in accordance with established Borough policy.

DESIRED QUALIFICATIONS:
Municipal, State of Alaska, and/or Federal work experience.
Hydrographic surveying experience.
Certified Federal Surveyor (CFedS).
Federal Aviation Administration Part 107 Certification for piloting a drone, or commitment to obtain within 6 months of employment.
  • Conduct land surveys to establish property boundaries, topographic features, and legal descriptions; may also perform hydrographic surveying.• Utilize advanced surveying instruments and technology, such as GPS, total stations with electronic data collecting capabilities, GIS software; use of small Unmanned Aerial Systems may be required.
  • Take accurate and clear field notes and sketches.
  • Understand and identify sources of measurement errors.
  • Perform mathematical calculations and check field data in the field.
  • Perform data reduction, field note reduction, calculations, data checks and staking computations using survey programs and AutoCAD.
  • Perform quality control checks on each project, including computations, field book formats and content.
  • Survey report writing describing horizontal and vertical control basis, the survey processes used for the project, and the quality control processes used to provide quality assurance.
  • Right-of-way mapping and parcel plat drafting in an AutoCAD Civil 3D environment.
  • Directs, plans, coordinates and manages survey requirements in support of capital improvement projects, including planning, field investigation and design, bidding, and construction coordination.
  • Provides survey expertise to other divisions, departments, and the administration.
  • Participates in the preparation of budgets, annual programs, cost estimates, and reports for infrastructure projects.
  • Performs land record document research, based on plats, deeds, legal descriptions and ordinances to accurately locate boundaries.
  • Reviews applicable portions of construction plans from consulting surveyors for conformance to standards and specifications; recommends alternatives.
  • Provides administrative recommendations after reviewing survey plats, plans and specifications for Borough regulated facilities.
  • Prepares surfaces, survey plans, specifications, and cost estimates in support of public infrastructure projects.
  • Facilitates meetings with consultants, citizens and governmental agencies.
  • Prepares and presents survey related information and reports to policy makers with supervisory oversight including the Borough Assembly, Planning Commission, state legislators, advisory committees and boards, and community councils.
  • Develops standard survey procedures, specifications, and drawings for use on infrastructure projects; assists in developing project management procedures.
  • Troubleshoots technical issues related to CAD and survey software.
  • Performs related duties.
