Title and Summary
Chief Technology Officer, Services
Overview:
This newly created position is a senior technology executive with oversight and accountability for the Services technology environment. Of particular importance is data infrastructure and analytics, playing a pivotal role in leading and directing the strategic vision, development, and management of our organization's data ecosystem. In addition, oversight, integration and rationalization of all technology assets within the Services portfolio, including those developed in-house and through acquisitions, will be a key responsibility.
Reporting directly to the Chief Services Officer and President and Chief Technology Officer, Mastercard Technology, this position will oversee all aspects of data infrastructure, architecture, engineering, analytics, and product development initiatives driven by data insights. Responsibilities will include designing and implementing robust data solutions, optimizing data processes, fostering innovation in data-driven product development, and ensuring data integrity and security across the organization. In addition, this position will have responsibility for integration and alignment to Mastercard technology standards for all Business Units and acquired entities residing in the Services organization.
Role:
• Management of Services Technology Environment
oLead the design and execution of technology integration and development work across all Services organization tech assets, with accountability for efficiency, security, scalability, resilience and business differentiation
• Data Infrastructure Development and Management:
• Lead the design, implementation, and maintenance of scalable, secure, and high-performance data infrastructure to support the organization's data needs.
• Collaborate with cross-functional teams to define data infrastructure requirements and ensure alignment with business objectives.
• Data Architecture and Engineering:
• Develop and enforce data architecture standards, best practices, and governance frameworks to ensure consistency, reliability, and scalability of data assets.
• Oversee the engineering team in building and optimizing data integration solutions.
• Data Analytics Strategy:
• Define and execute the organization's data analytics strategy, including data modelling and analysis, to interconnect data sets and extract actionable insights.
• Implement advanced analytics techniques and tools to uncover patterns, trends, and opportunities within large datasets, including through application of AI.
• Data-Driven Product Development:
• Collaborate with product management and engineering teams to integrate data insights into product development lifecycle, driving innovation and enhancing user experiences.
• Utilize data-driven methodologies to iterate and optimize product features and functionalities.
• Team Leadership and Development:
• Provide strategic leadership and mentorship to the data infrastructure, architecture, engineering, and analytics teams, fostering a culture of collaboration, innovation, and continuous learning.
• Set clear objectives, prioritize initiatives, and empower team members to achieve departmental and organizational goals.
• Data Governance and Compliance:
• Establish and enforce data governance policies, standards, and compliance requirements to ensure data privacy, security, and regulatory compliance.
• Monitor data quality, implement data quality management processes, and oversee data governance initiatives to maintain data integrity and reliability.
All About you / Experience
• Bachelor's or Master's degree in Computer Science, Information Systems, or a related field; advanced degree preferred.
• Proven experience in a senior leadership role overseeing at scale technology operations, data infrastructure, data architecture, engineering, analytics, and data-driven product development.
• Strong expertise in designing and implementing scalable data infrastructure using modern technologies (e.g., cloud platforms, distributed systems, big data frameworks).
• Experience managing, integrating, and rationalizing internally developed and acquired technologies across a wide range of environments and geographies. Cloud cost optimization (aka FinOps).
• Experience in regulated technology a plus, particularly on software development lifecycle, multi-jurisdictional operating environments and formal first/second line risk functions.
• Proven track record creating market-facing B2B technology services, from initial conception to large-scale operation and monetization.
• Proficiency in data architecture principles, data modeling techniques, and data governance frameworks.
• Extensive experience with data analytics tools and methodologies, including statistical analysis, machine learning, predictive modelling and AI.
• Excellent leadership and communication skills, with the ability to effectively collaborate with cross-functional teams and executive stakeholders.
• Strong problem-solving abilities, strategic thinking, and a passion for driving innovation through data-driven insights.
• Familiarity with data privacy regulations (e.g., GDPR, CCPA) and best practices in data security and compliance.

In line with Mastercard's total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary based on location, experience and other qualifications for the role and may be eligible for an annual bonus or commissions depending on the role.
