Position Type: Full-time
Pay: $70,000 - $78,000 per year, dependent on experience and education

Position Overview
MassCEC seeks a motivated and experienced candidate to join MassCEC as a Program Manager. The Program Manager will play a key role in designing and overseeing initiatives that are part of MassCEC’s efforts to unlock pathways for eliminating emissions from the Commonwealth’s buildings. This position will work to launch efforts and demonstrations to bring to market the core systems, business practices, and programs to make achieving the state’s 2050 net zero emissions goals a reality in a way that focuses on equitable solutions to support electrification, decarbonization, and clean energy deployment in K-12 schools serving environmental justice, low-income, and other underserved and underrepresented populations.
Reporting to the Senior Program Manager, the Program Manager will play a key role in executing MassCEC’s K-12 school building decarbonization programming. Specifically, this role will be part of MassCEC’s High-Performance Buildings team, which supports the Commonwealth’s ambitious goals of reducing and eliminating fossil fuel and emissions from buildings, including supporting the development of significant potential programming focused on electrification, decarbonization, and clean energy deployment as well as school district and municipal staffing capacity for developing and implementing projects of these types and related curriculum within underserved community school districts.
The Program Manager will engage in this sector across many fronts, including with school district administrators and school building facilities staff, industry solution providers, workforce, energy efficiency program administrators, policy makers, and other internal and external stakeholders. The role will implement initiatives from MassCEC’s school building decarbonization strategy to increase awareness, address technological hurdles, foster new technical and programmatic approaches, enhance available workforce, and recommend realignment of institutional practices and policies. Furthermore, the Program Manager will serve as a resource for MassCEC and other state agencies on matters related to school building decarbonization.
The Program Manager will have day-to-day responsibility and contributing decision-making responsibility for developing solicitations, procuring and managing technical consultants, coordination of (and participation in) review of grant applications, awardee selection, and grant management. The role will also serve as advisor for MassCEC building grantees and contractors in school decarbonization and other programs, ensuring constructive feedback from awarded projects. The Program Manager will review grantee and consultant documentation, coordinate grant and contract payments, collect and verify metrics related to grants and contracts, and evaluate and report on program activities. The Program Manager will also serve a key role in communicating program funding priorities to internal and external stakeholders. As such, the Program Manager must demonstrate excellent communication skills and a keen ability to contextualize a wide breadth of technology areas and how they impact big picture goals and priorities.
In addition to new Buildings programs, the Program Manager may support existing programming, potentially including the BETA: Commercial Buildings Pilot, BETA: Non-Profit Buildings Pilot, Embodied Carbon Reduction Challenge, Triple Decker Retrofit Pilot, Decarbonization Pathways, EmPower, and MassCEC’s public awareness campaign Clean Energy Lives Here. MassCEC expects the responsibilities of this position to evolve and expand as MassCEC develops and initiates future building decarbonization efforts and programs.
The Program Manager will report to the Senior Program Manager but will also provide support for other members of the Program team. The position will also provide support across MassCEC’s focus areas (Offshore Wind, Net Zero Grid, Clean Transportation, Workforce, Technology Development, Investments), depending on the needs of the organization. The successful Program Manager will also work collaboratively with Finance, Legal, Communications, Senior Management, and other program staff.
