THE RECONSIDERATION PERIOD FOR THIS RECRUITMENT IS THREE (3) BUSINESS DAYSThe State Highway Administration's (SHA) Office of Highway Development, Plats and Surveys Division, is recruiting for a Subsurface Utility Engineering (SUE) Field Team Leader(Transportation Engineer III)position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below.This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.Nature of Work: This position directly supervises a Plats and Surveys Division (PSD) field subsurface utility engineering designation team consisting of two to four Transportation Engineer Technicians and/or Transportation Engineers. This team will use various electromagnetic high precision pipe and cable locators utilizing active and passive signals. These locators use a transmitter to emit a specific frequency that a receiver then detects to determine the precise location of the underground utility. The designation team will perform the following: conduct utility investigation using geophysical techniques to identify and document underground utilities, correlate with data from utility records research and field surveys, identify ownership, and utility conflicts. This information will be used to produce two- and three-dimensional mapping and plans that a surveyor, engineer or designer can use to identify utility conflicts to avoid construction site disruptions, damage to utility installations, unplanned environmental corrective actions, unnecessary utility relocations and project delays to include higher project costs. The information collected in the field is the foundation for the creation of Computer Aided Design and Drafting (CADD) maps, to be used in the planning, design, and construction of all transportation projects. The SUE Field Team Leader will perform above ground utility Quality Level B designation. Once the mapping is produced, this position may evaluate the field data collection surveys and the mapping produced for quality assurance and accuracy.

Qualifications

MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Two (2) years of experience in professional engineering.
Selective Qualification: One (1) year of experience in subsurface utility surveying under the supervision of a licensed professional in one of the following: (1) supervising of a field crew and/or consultants performing subsurface utility designation, construction stake out surveys for transportation or land development projects or (2) experience analyzing, and performing quality control utilizing, processed field survey data in a MicroStation or AutoCAD platform.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

Preferred Qualification:The ideal candidate should have the following:
Experience working with: Various types of electromagnetic surveying equipment, performing quality level B utility designation to include inverts; Utility record requests and interpretation; identifying and mapping the location and depth of utilities such as water, sewer, gas, cable, oil, electric, and communication lines; Managing survey and/or designating field crew and communicating with engineers and management; Geophysical surveys, land surveying, or geomatics; Participating in planning or inspection meetings to present findings; Preparing diagrams or sketches that depict the location of all subsurface utilities in the area of concern; Tools needed to perform a Quality Level B utility survey; Working with land survey crews.

Proficiency in: Accurately depicting all subsurface utilities above ground utilizing electromagnetic surveying equipment; Reading and interpretating utility As-builts; Managing consultants and designation crews; Accurately performing a Quality Level B designation service according to ASCE 38-02 and/or 38-22; The use of scientific calculators or computer software.

Equipment: Responsible for: routine maintenance and periodic adjustment of all assigned utility survey equipment, both mechanical and electronic, inventory of all consumable field supplies and the proper use of all safety equipment for all site-specific hazards and conditions; various configurations necessary to perform the various types of subsurface utility surveys and know how to change the configurations in the equipment and software as needed.
Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master's degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.

Additional Information

Special Requirements:

  • Must be able to travel anywhere in the state, Monday through Friday.
  • Occasionally night work or weekend work may be required.
  • Must be physically capable of carrying equipment, routinely up to 60 lbs., climbing hills and rough terrain, swinging a maul or brush axe and being outdoors in all types of weather conditions.
