The State Highway Administration’s (SHA) Office of Maintenance is currently recruiting for a Skilled Trade Specialist II in Baltimore City. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.
This is a contractual position, which offers some state paid benefits. 
Nature of Work: This position serves as SHA’s Skilled Trade Technician for the Facility Maintenance Division at the Headquarters complex, consisting of two connecting buildings, totaling 12 floors approximately 236,000 square feet. This entails both routine and emergency maintenance operations and troubleshooting in areas of electrical such as breaker panel, receptacles, and light fixtures; plumbing such as flushometers, faucets, toilet back-ups, and floor and sink drains; and HVAC such as Package Terminal Air Conditioners, and rooftop and window units. Also required is coordinating activities with contractors, consultants and other divisions and districts in SHA’s systems.

Education: Graduation from a standard high school or possession of a high school equivalency certificate.
 
Experience: Three (3) years of experience performing skilled trade work in one of the following areas: plumbing, carpentry, electrical, HVAC, locksmith, masonry, painting, or welding, depending on the essential job functions performed by the specific position.
Preferred Qualifications:
The ideal candidate should possess the following:
  • Knowledge and understanding of maintaining a facility and the grounds.
  • Experience with emergency contracts and on-call contractors to verify scope of work being met.
Notes:
1. Additional work experience performing skilled trades as defined above may be substituted on a year-for-year basis for the required education. 
2. A certificate from a vocational technical school with a major in one or more of the skilled trades as defined above may be substituted for one year of the required general experience.
 
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in utilities repair classifications or construction and engineering specialty codes in the skilled trades as defined above field of work, on a year-for-year basis for the required experience.
1. Candidates appointed to positions in this classification are assigned duties that require the operation of motor vehicles. Employees are required to possess a motor vehicle operator's license valid in the state of Maryland. All applicants must list their license number and expiration date on the application.
2. During the probationary period, employees may be required to obtain and maintain a Class A or Class B Commercial Driver's License (CDL) valid in the state of Maryland, depending on the type of equipment operated.
3. Employees at the Maryland Aviation Administration must have or obtain an Airfield Operators Permit in accordance with the Code of Maryland Regulations 11.03.01.04, Control of Vehicular Traffic on the Air Operations Area, prior to permanent appointment.
 
4. The employing administration may require employees to satisfy its agency training and certification program requirements to obtain and maintain permanent status in this classification.
Special Requirements:
Employees in this classification are considered “Essential Employees” and must sign and agree to all policies and procedures relating to “Essential Employee” status. 
Employees are subject to being on-call 24 hours a day and will be required to maintain a reliable communication link for the purpose of emergency call back requirements.
