The MTA is one of the largest transit systems in the United States and is seeking dynamic and energetic individuals to join the MTA team.

 Maryland Transit Administration (MTA) is seeking qualified candidates for the position of Director of Statewide Services Planning within the Office of Planning and Programming. This senior management leadership position within MTA reports to the Assistant Deputy Administrator for Planning and Programming and is responsible for two divisions: Washington Project Development and Statewide Project Development. Work led and overseen by this position will include the development of short- and long-range plans relating to MARC service, capital projects, and operations, advancing capital projects through planning and concept engineering stages, as well as providing planning technical assistance to MDOT MTA’s subrecipient Locally Operated Transit Services (LOTS).

 This position will be expected to play a leadership role in coordination with internal external stakeholders related to these services, such as elected officials, metropolitan planning organizations, Amtrak, CSX Transportation, Virginia Regional Express (VRE), Virginia Passenger Rail Authority (VPRA), and the Washington Metropolitan Area Transit Authority. These divisions will also need to work closely with MDOT MTA Engineering, Operations, Customer and Community Relations, and the Office of Local Transit Support, as well as the Federal Transit Administration (FTA) and Federal Railroad Administration (FRA).

 The Southern Maryland Rapid Transit project (SMRT) will be led by these divisions and overseen by this position as it advances through planning phases. This mega-project will require managing complex stakeholder and coalition building; federal, state, and local coordination; and directing a large team of technical consultants in accordance with project development practice and all applicable requirements.

 KEY RESPONSIBILITIES:

  • Coordinate with and engage internal and external entities and personnel to facilitate transit planning and project development efforts.
  • Support the Assistant Deputy Administrator in preparation of memos, briefings, and presentations related to statewide planning efforts.
  • Provide strategic guidance to planning efforts and contract decisions related to Commuter Bus.
  • Strategic guidance of MARC planning efforts including negotiation with host railroads and partners.
  • Leadership of SMRT project through planning phases. 
  • Maintain accountability for performance.
  • Supervise and management staff personnel including assessing and developing solutions for staffing needs, providing support and training, providing professional development opportunities and refining staff procedures and processes.
  • Maintain frequent and consistent communication with department staff and management. 
  • Provide clear and timely direction to Projects/Programs staff.
  • Troubleshoot and resolve issues as needed.
  • Develop project budgets and coordinate schedules, use of resource plans and methods of delivery that ensure projects are feasible, justified, and efficiently executed.

 IDEAL CANDIDATE:

  • Senior-level professional with strong leadership skills and experience supervising a diverse staff in an environment with multiple and competing priorities that require the application of strategic determinations, collaborative decision-making, emotional intelligence.
  • Excellent written and verbal presentation skills
  • Fosters teamwork, collaboration, and accountability
  • One or more years of experience in leading public sector project development.
  • One of more years of experience working with or for a railroad, either freight or passenger.

PREFERRED QUALIFICATIONS:

EDUCATION: A bachelor's degree in planning, engineering, or management from an accredited college or university.

EXPERIENCE: Eight (8) years of experience in professional planning, engineering, public transportation project development, or related field. Three (3) years of supervisory experience at the managerial level.

NOTES:

  1. Additional experience in transportation/transit work may be substituted on a year-for-year basis for the required education.
  2. Additional graduate-level education at an accredited college or university may be substituted at the rate of thirty credit hours on a year-to-year basis of the required general experience.
  3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
