Job Description
Position: Assistant Superintendent of Teaching and Learning
Classification: Administrative-Exempt
Reports To: Superintendent
Primary Function: The Assistant Superintendent of Teaching & Learning provides leadership, assistance, and supervision for the efficient operation of units and elements of the organization involving curriculum and instruction. This position also provides supervision to the instructional leadership team and is responsible for their ongoing development. The Assistant Superintendent of Teaching and Learning researches and evaluates the curricula, teaching procedures and educational materials within the education system K-12, provides leadership, technical expertise, and deliverables across a broad array of district functions and responsibilities. Will be responsible for collaborating with educational committees and advisory groups within the community to develop the most appropriate curricula to meet the needs of the students. The Assistant Superintendent of Teaching and Learning will provide advice to teachers, school administrators and support staff and will coordinate and initiate training in the use of educational materials and techniques. Will advise educators on how to comply with local, state, and national standards, as well as work closely with the Superintendent to apply the board's policies and regulations.
Essential Duties and Responsibilities:

  • Supervise all principals and assistant principals.
  • Supervise and evaluate all Teaching & Learning professional and non-professional staff.
  • Builds relationships with leading education reformers and maintains knowledge of critical education policy issues and innovations in education.
  • Approves Curriculum & Instructional departmental budgets and determines allocations for staff, supplies, and equipment.
  • Coordinate and assist in the evaluation of all professional staff, including improvement plans for both tenured and non-tenured staff.
  • Understands the Board policies, local, state, and federal guidelines related to departmental functions, communicates guidelines inherent in those policies, and oversees the implementation of policies.
  • Inspires, challenges, aligns, and develops the instructional leadership team by providing high-quality instructional leadership, best practices, coaching, and mentorship.
  • Oversees the development, implementation, and monitoring of the district’s short-term and long-range instructional goals to improve instructional outcomes measured by state and national standards.
  • Ensures support is provided to guide school leaders in the development of school curriculum, facilitate collaboration among school sites, and supervises the work of curriculum development team members.
  • Provides school leaders the tools, support, and training they need to refine and articulate the overall instructional strategies for their schools, including differentiated instructional practices to address various learning styles and abilities, culturally responsive pedagogy, etc.
  • Provides leadership in monitoring and reviewing test data and using findings to initiate corrective action for the affected group of students and/or schools.
  • Develops and oversees professional development programs to improve teacher and leader effectiveness continuously.
  • Creates content-specific coaching, needs assessments, and coordination of district-wide professional development opportunities for employees.
  • Supervises staff members who are responsible for specific instructional functions, setting performance standards and objectives, providing proper training and professional development opportunities, and evaluating performance.
  • Assist with conducting formal observations of all non-tenured professional staff annually.
  • Coordinate curriculum development process, including research, revision, materials, technology, budget, and implementation of new programs, as well as training of administrative and professional staff.
  • Coordinate all assessments for district – Keystone, PSSA, PSAT, SAT, ACT, standardized and summative assessments.
  • Coordinate all supplementary programs, including athletics and music.
  • Coordinate home schooling and ESL programs.
  • Coordinate all data management per federal, state, and local requirements.
  • Collaborate with human resources director for interviewing and recommendations for hiring professional staff and workplace safety.
  • Facilitate implementation of Strategic Plan.
  • Interpret and apply PA School Code, PA State Board of Education regulations and MNSD School Board policy.
  • Attend monthly county-wide curriculum meetings and share information with Superintendent, administrative and professional staff.
  • Developing new curricula with the assistance of teachers, administration, students, and other staff.
  • Networking and building professional relationships with members of the institution, other educational institutions, and the community.
  • Monitoring the progress of new and existing teaching methods.
  • Closely evaluating results at the end of each semester and writing summative progress reports regarding academic achievements, deficiencies and identify the appropriate actions.
  • Analyzes student and program related data for the purpose of providing information related to student achievement to evaluate program effectiveness and to provide information needed for strategic planning.
  • Leads district instructional technology initiatives which may include workshops and curricular development.
  • Assist with the coordination of assessment and information management K-12
  • Assist the Director of Pupil Services with developing the curriculum to meet the needs of advanced learners.
  • Research emerging, new or revised professional learning processes, strategies, and materials for the purpose of making recommendation to the Superintendent.
  • Reviews and denies or approves educators’ requests for graduate coursework (as defined in the MNEA CBA) and conference approvals.
  • Direct the policy process for the district; maintain official historical and current district Policy manuals; develop and revise policies as necessary; represent the district as policy contact with the Pennsylvania School Board Association; lead the administrative team regarding policy reviews; and distribute and/or administrative regulations as needed.
  • Direct the preparation of reports to the Office of Civil Rights, Department of Justice, and the Pennsylvania Department of Education.
  • Direct the preparation of federal, state, local, and foundation grant applications as directed by the superintendent, including developing, writing, and submitting proposals; facilitating involvement of appropriate district and/or campus personnel; completing negotiations with grantors as primary contact; conducting initial project activities prior to assignment of project director; and, when directed by the superintendent, serve as project director responsible for

  • Supervise and monitor the district’s security program, including budget oversight, payroll activities, SRO program, contract negotiations with the district, and assignment of security personnel to
  • Direct the district’s Emergency Operations Planning/Safety programs; coordinate district response with local authorities; represent the district in the area’s Emergency Operations Center; and participate in the State disaster district emergency preparedness training, planning, and
  • Serve as Level II / Level III hearing officer for parent/student
  • Supervise and monitor the pupil attendance and accounting
  • Supervise and monitor services to homeless
  • Direct the district’s discipline program, including the updating of the Student Code of Conduct and the Student
  • Act as liaison between district and the community and participate actively in community organizations, booster organizations, PTOs, and

Minimum Requirements:
Masters degree with Valid Pennsylvania Letter of Eligibility, Administration or Supervisor of Curriculum and Instruction Certification; 5 years teaching experience; experience in staff training, curriculum development, and instructional improvement. Building level administrative and/or supervisory experience and Doctorate preferred. Possesses knowledge of current trends in curriculum development, instructional practices, and assessment; excellent communication and human relation skills; strong organizational skills; possesses a multi-disciplinary perspective and has a background in technologies use in curriculum assessment and data collection and analysis.
  • Master's degree in Education Administration; school principal experience preferred.
  • Valid Pennsylvania Letter of Eligibility.
  • Teaching certification and previous teaching experience.
  • The ability and patience to draft several documents and policies.
  • The ability to work on multiple projects simultaneously.
  • First-class organizational skills.
  • The ability to use tact and diplomacy in interactions with all relevant parties.

Working Environment:
  • The employee works primarily inside a climate-controlled facility.
  • The position is classified as sedentary in nature as defined by the U.S. Department of Labor. Sedentary work is defined as exerting up to ten pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for intermittent periods of time; typically required to bend at the waist, reach overhead and below the waist level on an occasional basis, and to reach at shoulder level on a regular basis.
  • Routinely uses one or both hands for simple grasping and fine manipulation necessary for writing, accessing files and supplies and, operating a variety of general office equipment including telephone and copy machine.

  • May be required to work with frequent interruptions, under stressful conditions when dealing with difficult issues involving students, staff, parents, and others; to work as a team; and when dealing with teacher appraisal, program alternatives, additions and implementation, and student behavior.
