Description:

Markon is seeking an experienced Systems Integrator with requirements management experience to evaluate and translate the customer’s mission needs into requirements for the IT development team.

Responsibilities:

• Support the development of technical tools and systems for the National Counterintelligence and Security Center (NCSC) by engaging with various stakeholders and subject matter experts (SMEs) to understand the customer’s vision and goals;
• Analyze and document the requirements and technical tasks required to meet the overall objective;
• Collaborate with the IT development team and track progress against set milestones.
• Translate business requirements into detailed user, functional, and systems requirements that will be developed by the development team
• Coordinate and facilitate exchange meetings or forums to determine the needs of the customer
• Consult with the customer to clarify and validate complex requests, if necessary
• Coordinate and facilitate, or provide substantive input to meetings to assist in the design and implementation of requirements, and to determine the impact of changes and the possible technical solutions to business needs
• Support gap analysis activities by comparing, documenting, and reporting shortfalls in proposed capabilities; assessing how well the capability meets the requirement; documenting any gaps that may exist; and ensuring the capability meets the intent of the development objective or capability
• Analyze joint needs statements and recommending capability requirements to support solutions that will fulfill gaps and optimize investments across the programs
• Provide final technical review and validation of requirements; preparing requirements for review and acceptance by review boards; and ensuring all necessary approvals have been obtained
• Strategically assessing requirements against the customer’s vision and providing recommendations for future requirements and possible alternative solutions
• Track execution of developers’ actions and providing regular status updates to the customer
• Interact with the development team and customers to resolve complex concerns associated with pending and/or in-process requirements

Education and relevant experience:

• High School Diploma/GED and 12 Years
• Associate Degree and 10 Years
• Bachelor's Degree and 8 Years
• Master's Degree and 6 Years
• PhD and 4 Years

Requirements:

• Proactive and customer-focused with an ability to translate and articulate detailed technical requirements to the development teams, while conveying broader objectives and impacts to the mission customers
• Previous experience analyzing and translating customer IT requirements, and documenting and tracking tasks within JIRA using Agile methodology Ability to coordinate and effectively communicate with customer staff and leadership
• 3-5 years of experience within an IC Agency, preferably ODNI
• Experience with JIRA and/or Confluence
• Experience working in an Agile and Scrum environment
• Experience with Microsoft Office Suite
