AutoCAD / ArcGIS Project Assistant (Contract-To-Hire) – Marion County BoCC Parks & RecreationMarion County is a 100% drug free workplaceThis position is recruited and staffed with reSOURCE Government Services, not Marion County Government BoCCLocation: Marion County Parks & Recreation Department – 111 SE 25th Ave., Ocala, FL 34471Work Schedule: Monday – Friday; 40 hours per weekPay Rate: $19.51 per hour benefits*Required: Must be able to clear pre-employment background, drug test, and physical; Must possess a valid and active Driver's License w/ relatively clean driving record*All applicants to be interviewed will need to provide a portfolio and/or work sample. A pre-employment assessment will also be administered to demonstrate knowledge of AutoCAD. MAJOR FUNCTIONThis is a diversified technical position involving a variety of work assignments relating to a multitude of county departments. Employees in this classification possess specialized knowledge of, but are not necessarily limited to planning and design, and must possess strong graphic and written communication skills. ESSENTIAL FUNCTIONSThe following statements describe the principal functions of this job and its scope of responsibility, but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods or otherwise to balance the work load.

  • Assists with assigned projects. Researches and prepares supporting documents for projects related to facilities planning, development and management for county projects.

  • Completes sets of construction drawings, presentations and other visual aids using a wide array of digital and analog media for project support and public education.

  • Prepares plans, maps, and illustrations for GIS related presentations.

  • Assists with monitoring of capital improvement plans, cost analyses, project budgets and prepares reports as needed.

  • Conducts reviews of development plans and checks for compliance with the Land Development Code.

  • Works on in-house capital projects as a team member with other county departments and works with representatives from those. Also coordinates with consultants and contractors during the design development and construction phases of projects.

  • Performs field review and inspection of assigned projects.

  • Assists in the preparation of requisitions, change order documentation, and keeps track of budget and payments for various projects

  • Manages all construction files and records, keeping accurate and detailed project folders on each project, to include contracts, requests for information, permits, draw requests, change orders, etc.

  • Required to report to work at the appointed hour, as scheduled, and to work the entire assigned schedule.

SECONDARY FUNCTIONS

  • Performs other tasks as assigned.

CUSTOMER SERVICE

This is a front-line position for providing excellent customer service to members of the general public and other County employees. Personal contact occurs with other employees of the unit, employees of other departments in the County, citizens, and customers of the department. Service is provided in person and by phone contact.

SUPERVISION

This position has no direct supervisory responsibility, but may assist in the management of projects completed by in-house staff or by consultants.

EDUCATION, EXPERIENCE, LICENSES, CERTIFICATIONS

Education and Experience. Associates Degree or equivalent from two-year college or technical school and three years project management experience; or equivalent combination of education and experience.Licenses. Valid Florida Driver License.Certifications. AutoCad Level II (preferred)ArcGIS I & II (preferred)

Specialized Skills and Abilities

  • Knowledge of planning, landscape architecture, and engineering principles and practices along with familiarity of the principles of site development.

  • Ability to read maps with intricate markings, land use surveys, and judge distance; ability to interpret legal descriptions, maps, aerial photography, remote sensing data, and site plans.

  • Ability to read and interpret technical written and graphically presented material; includes ability to read text, identify themes, make inferences, and draw conclusions which accurately reflect the material.

  • Ability to analyze various kinds of data and other research information.

  • Knowledge of descriptive statistics and principles and application of statistical inference.

  • General knowledge of the County codes and regulations pertaining to planning, zoning and community development.

  • Ability to effectively organize, supervise and carry out projects.

  • Strong organizational skills and attention to detail, with ability to meet multiple deadlines.

  • Knowledge of computers, including word processors and spreadsheet applications.

  • The ability to establish and maintain effective working relationships with associates, subordinates, government officials, representatives of other agencies and the general public.

  • Ability to remain calm in stressful situations.

  • Ability to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns. Includes the ability to build a constructive team spirit where team members are committed to the goals and objectives of the team.

Machinery and EquipmentThis employee will be required to operate a computer, calculator, telephone, fax machine, copy machine, and other general office equipment, as well as drive a vehicle in the completion of the tasks of the position. 

PHYSICAL DEMANDS

While performing the duties of this job, the employee will occasionally be required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, talk hear, smell, and regularly lift up to fifty pounds and occasionally one hundred pounds or more. Special vision requirements are close, distance, color, and peripheral vision, depth perception, and ability to adjust an object into sharp focus. 

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee will occasionally be exposed to moving mechanical parts, toxic or caustic chemicals, and risk of electrical shock; and will regularly be exposed to outdoor weather conditions. Work is performed on a flexible rotating work week which may include evenings, weekends, and holidays. The typical noise level for this environment is moderate to loud.
