GENERAL STATEMENT OF DUTIES
Performs moderately complex technical engineering work in the analysis, location, design, construction and inspection, or operation of engineering projects or survey work. May perform any task of lower-level class in this job series in the same or other specialty area. Performs related work as required.

SUPERVISION RECEIVED
Works under the general supervision of an engineer, project manager or under the lead responsibility of an engineering technician of higher grade, who makes assignments and reviews work performance.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this class; however, may exercise lead responsibility over temporary employees and engineering technicians of lower classifications.
Typical Duties - Duties include, but are not limited to the following

Construction Inspection
  • Inspects quality of work and materials on all phases of capital improvements and resurfacing projects this work may include survey, utility relocation, pipe laying, excavation, placement and compaction of base rock and paving, and installation of curb and sidewalk, drainage, traffic control, signing, traffic signals, and pavement markings.
  • Verifies that all aspects of the contractor's performance conform with the plans, special provisions, standard specifications, standard drawings, and other contract documents. Troubleshoots design and constructability issues.
  • Observes and takes positive steps to correct safety and technical problems on construction projects.
  • Collects data, documents quantity and quality, and calculates accepted quantities approved for payment.
  • Writes daily reports and keeps a project journal. Acts as primary project coordinator and the Engineer's representative on the project site, and the County's representative to the general public.
  • Assists the Project Engineer in managing schedules on assigned projects.
  • On occasion, functions as a lead inspector over less experienced inspection personnel. Acts with only general supervision.
Project Management Support
  • Supports Project Engineers and other Technicians by maintaining project schedules.
  • Monitors and reviews progress on assigned projects; implements project tracking and status tools; assesses project and task risk.
  • Resolves conflicts, and monitors project development and milestones.
  • Coordinates the progress of work with agencies affected by assigned projects and maintains effective liaison with agency points of contact.
  • Develops project stakeholder lists, develops public involvement materials, and disseminates project notices using a variety of methods.
  • The work may include posting of information on intranet and internet sites, and other electronic locations.
  • Creates notices such as fliers and door hangers, display graphics for public meetings and power point presentations for various audiences.
  • Monitors the performance of these tasks when assigned to contractors.
Pavement Management, CRView and Inventory Rating
  • Assists Pavement Management Coordinator with field data collection and database management Using Street SaverĀ® software.
  • Assists other staff with digital imaging of the county road network (CRView).
  • This work includes driving the vehicle or operating the digital imaging system installed in the Pavement Management vehicle. Inspects and assesses condition of existing pavements, pipes, and other structures.
  • Provides accurate and comprehensive reports of field conditions.
Utility Coordination
  • Assists in utility coordination work as needed for capital projects.
  • Work includes identifying and addressing utility conflicts, notification of utilities of upcoming projects and potential conflicts, reviewing the utility's permit request and relocation proposal, and observing, tracking, and reporting utility relocation progress to assure that the relocation work meets the requirements of the project.
  • Completes Utility Notifications, Utility Matrices, and other ODOT-required utility documentation for federal-aid projects.
Bid/Quote Packages and Construction Estimates
  • Prepares bid or quote packages under the direction of a Project Engineer for smaller projects that do not require comprehensive design and engineering effort.
  • Includes estimating the potential cost of projects, developing standard specifications and special provisions, standard drawings, project-specific drawings, proposal documents, and formal request for bids/quotes.
  • Prepares in-progress project cost estimates during the project to create time-based cash flow scenarios and projection of the final cost at completion. Includes cost of time, materials, and effort required.
Citizen Complaints and Miscellaneous Assignments
  • Responds to phone calls or on-site complaints and/or concerns of the general public. Determines if anything needs to, or can, be done to resolve the issue.
  • Works directly with citizens to address their concerns.
  • Deals with conflicts related to roadway projects, and diplomatically handles angry or upset contractors, motorists, property owners, or other citizens.
  • Takes on additional technical duties to assist County Engineer, Capital Projects Manager or other departmental staff as assigned.
Other Job Duties
  • Uses office computer system, software (e.g., word processing, electronic mail, spreadsheets, databases, project management programs), and technical office and field equipment (e.g., video equipment, GPS equipment, camera systems, levels, material testing equipment) to assist in operations, and perform a variety of duties.
  • Participates in basic through advanced incident command training and drills to maintain proficiency in ECC operations. Assumes any position as assigned in the ECC, up to and including command staff. Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice.
Requirements for the Position
EXPERIENCE AND TRAINING
  1. Two years of college coursework in civil engineering or civil engineering technology; AND
  2. Two years of technical experience in the field of civil engineering, surveying, drafting, construction, or traffic engineering operations; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
  4. NOTE: Applicants may be required to pass a practical examination to assess certain skill levels required by a particular position.
SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • Final candidates selected for this position may be required to pass a physical examination by a county-appointed medical doctor.
  • Incumbents responsible for inspection duties must possess or obtain within 6 months an Oregon Department of Transportation (ODOT) Interim Qualified Inspector Certificate/General Inspection Certification, and at least two of the following additional certifications: Traffic Signal Inspector, Bridge Inspector, Erosion Control Inspector, or HMAC Inspector.
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule: 4 days of 7:00 AM - 5:30 PM, with flexibility depending upon the needs of the department and program.
KNOWLEDGE, SKILLS, AND ABILITIES
Strong working knowledge of geometry, algebra, and elementary trigonometry; basic practices and procedures of civil engineering technology and construction work, drawings and plans; construction and inspection methods, materials and testing techniques.
Skill in both manual and computer aided drafting; use of both field and office engineering instruments, especially computers.
Ability to make accurate computations; to follow written and oral instructions accurately; conduct research and write technical reports; to establish and maintain effective working relationships with other employees, contractors, and members of the public; assume lead responsibility for other employees as required.
PHYSICAL REQUIREMENTS
Operates a motor vehicle; stands; sits up to 1/2 hour, may be continual at times; moves about the work area; bends forward; stoops; climbs one flight of stairs; lifts; pushes, and pulls items weighing up to 50 lbs.; carries items weighing up to 50 lbs. up to 50 feet; moves carts weighing up to 150 lbs.; operates a keyboard; speaks with a clear and audible voice; reads a 12 pt. font; distinguish colors and shades; uses depth perception to assess vehicle speeds and visualize grades ; hears at a normal and whispered levels of speech; hears approaching vehicles; discern speech during construction activities; will work in areas of heat, cold, humidity, dust, smoke, vibration, noise, or that are uneven or wet; works in typical Willamette Valley weather; work safely around moving traffic and construction vehicles; able to communicate via cell phone and electronic devices; works with potentially hostile contractors or citizens in a safe and diffusing manner.
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
